Following the tradition of Joan McCord's work, this paper reviews longitudinal-experimental studies in criminology with community samples of at least 100 persons, follow-up periods of at least 5 years, personal interviews, and measures of offending. The main advantages of such studies are in investigating both the natural history of development (including the effects of risk/protective factors and life events) and the impact of interventions on offending. This paper also reviews advantages and problems of prospective longitudinal surveys, randomized experiments, and longitudinal-experimental studies in criminology. Four key longitudinal-experimental studies were conducted by Joan McCord, Richard Tremblay, Lawrence Schweinhart and David Olds. This article attempts to identify the general principles that underlie public reasoning about collective obligations and that
help explain when political parties can create new obligations or defend existing ones. I use these principles to President
Clinton’s unsuccessful attempt to create government health-care plan and attempts by President Bush to privatize Social Security.
The success of a party in selling – or defeating – an obligation depends upon what people believe about the competence and
capacity of government and the value of autonomy – choices made by each citizen; whether people perceive the obligation as
providing floors or establishing ceilings by limiting choice or otherwise restricting opportunities for the better-off; and
whether the program is more like insurance or more like welfare. A party’s ability to maintain credibility with voters also
depends upon whether party leaders can suppress issues that threaten intra-party elite pacts. When attempts to suppress “taboo”
issues like “stem cells” or “black crime” fail, the party loses credibility with its voters and attempts to defend or sell
obligations fail.

Bilateral or multilateral organizations control about 90% of official overseas development assistance (ODA), much of which is wasted. This note traces aid failure to the daisy chain of principal-agent-beneficiary relationships linking rich donors to aid bureaucrats to poor recipients. Waste results when aid middlemen (un)intentionally misdirect ODA. Waste can be reduced by clarifying domestic goals for ODA, using fewer middlemen with greater intrinsic motivation, empowering recipients, and/or replacing bureaucracy with markets. 相似文献

This introduction presents the core concepts that shape this special issue on the impact of violence and the processes of development in Central and South America. The understanding of development is considered in terms broader than the economic context alone, in order to assess wider social and political aspects. With a similarly expansive scope, forms of violence are addressed that range from direct physical harm and bodily attack to the often more subtle aggression of racialised abuse or the pressures on community-centred production from dominant market forces. In these contexts, violence, economic initiatives, and political allegiances form unintended and often dangerous networks of consequence for development matters. All the articles in this volume exemplify further the spatial environments of violence and diverse ‘landscapes of fear’ that shape our existence and help to define our actions, territories, and understanding of what happens around us. 相似文献
