In this article we seek to trace through the major stands of British Euroscepticism and concentrate, in particular, on the importance of a powerful 'hyperglobalist' Eurosceptical strand within British Conservatism. We investigate the British Conservatives' recent divisions over European integration, against the background of the party's increasingly marginal status in British party politics. The piece also draws on findings from two recent surveys of the attitudes of British parliamentarians to European integration, carried out by the Members of Parliament Project for the Economic and Social Research Council (ESRC). We explore how Conservative divisions of opinion are related in part to particular understandings of globalisation and regionalisation and attempt to show how globalist ideology has unexpectedly re–emphasised and bolstered the traditional nationalism of the Tory party and caused an increasingly hostile attitude amongst many British Conservatives towards the European project as it is presently constituted. We also examine recent attempts to map British Conservative Euroscepticism on to continental varieties using a mixture of ideological positioning and party system (Taggart 1998), arguing that this ignores the extent to which British Eurosceptics advance unique (in EU member state terms) hyperglobalist (rather than isolationist or protectionist) arguments in objecting to further European integration.  相似文献

During the Cold War, arguments about representation were a significant part of international debates about democracy. Proponents of minimal democracy dominated these arguments, and their thin notions of representation became political common sense. I propose a view of representation that differs from the main views advocated during the Cold War. Representation has a central positive role in democratic politics: I gain political representation when my authorized representative tries to achieve my political aims, subject to dialogue about those aims and to the use of mutually acceptable procedures for gaining them. Thus the opposite of representation is not participation. The opposite of representation is exclusion – and the opposite of participation is abstention. Rather than opposing participation to representation, we should try to improve representative practices and forms to make them more open, effective, and fair.  相似文献

Despite the widely held view in newly emerging democracies that constitutions are mere words on paper or that parchment barriers cannot render a state stable or democratic, those who draft such documents commonly act as if words ARE of consequence. The difficulty, however, is that contemporaneous conflicts too easily intervene so as to corrupt the drafting process and to preclude optimal constitutional design. The specific principle of design most likely to be violated is the proposition that we treat all parts of the constitution as an interconnected whole and that we not try to assess the consequences of one part without appreciating the full meaning of all other parts. This essay illustrates this violation by looking at the new Russian constitution, ratified by direct popular vote in December 1993, with special attention paid to that document's treatment of federalism. We offer the additional argument, however, that even contemporary research in political institutional design pays insufficient heed to this principle.  相似文献

Constitutional questions have resurfaced in the last few years with regard to the European Union. The Maastricht Treaty is a kind of constitutional reform. The rejection of this treaty by Denmark in its first referendum, and the subsequent debate of the treaty that has taken place, raise questions about both the nature of the European Union, and the process by which its rules (constitution) get revised and approved. Similar questions surround the entry of Austria and the three, additional Scandinavian countries into the Union. Perhaps, no event called the European Union's constitution, or lack thereof, into question more that way in which a new President of the Commission was chosen during the summer of 1994. This paper will reexamine the European Union's structure and procedures from a constitutional perspective. Drawing upon the author's recently completed book, Constitutional Democracy, the paper will review the purpose for the Union's existence, the implications of this purpose for the structure of the Union (federalism versus confederation), the rules for making collective decisions in the Union, citizenship, and in particular, the procedures by which the European Union's “Constitution” is written and revised. The constitutional perspective adopted is taken from public choice. The political institutions of the European Union are examined relative to those rational, self-interested individuals would choose to advance their interests.  相似文献
