Co-Production and Health System Reform – From Re-Imagining To Re-Making

There is growing interest in the application of citizen participation within all areas of public sector service development, where it is increasingly promoted as a significant strand of post-neoliberal policy concerned with re-imagining citizenship and more participatory forms of citizen/consumer engagement. The application of such a perspective within health services, via co-production, has both beneficial, but also problematic implications for the organisation of such services, for professional practice and education. Given the disappointing results in increasing consumer involvement in health services via 'choice' and 'voice' participation strategies, the question of how the more challenging approach of co-production will fare needs to be addressed. The article discusses the possibilities and challenges of system-wide co-production for health. It identifies the discourse and practice contours of co-production, differentiating co-production from other health consumer-led approaches. Finally, it identifies issues critically related to the successful implementation of co-production where additional theorisation and research are required.     

Israel's Counter-Terrorism Policy: How Effective?

The percentage of Israelis killed by terrorism is higher than in any other democracy. The article analyzes the threats Israel has faced, the impact terrorism has had on Israel, and the counter-terrorism policies Israel has adopted. Terrorism has had a decisive effect on Israeli elections and national security decisions, but not the economy. Israeli counter-terrorism has often been conducted without a coherent overall policy, has failed to reflect and conflicted with broader objectives, and has greatly undermined Israel's international standing. Conversely, it has enabled Israel to live in relative security and thrive, and provided its leaders with the latitude to pursue various policies, including peace, should they wish to do so.     

Introduction: Meritocracy in Perspective. The Rise of the Meritocracy 60 Years On

Sixty years after its publication, Michael Young’s The Rise of the Meritocracy remains one of the most important texts for understanding the changing intellectual politics of postwar Britain. Young’s fictional vision of a meritocratic society explores the consequences of a society where each citizen is judged according to the formula ‘I.Q. + Effort = Merit’. The successful meritocrats hoard ever-greater rewards for themselves, crystallising into a rigid and repressive elite who rule over an increasingly powerless and depressed underclass. While the concept has evolved and adapted, the language of meritocracy is one of the great survivors of postwar British politics. In an age characterised by the rise of populist leaders and movements, as well as a backlash against educated ‘liberal elites’, revisiting, reinterpreting and re-evaluating Young’s influential satire and the central place the concept of meritocracy occupies in the history of postwar Britain has never been more important.

Liberal Forms of Governing Australian Indigenous Peoples

This article considers three different historical events from the point of view of their connections to aspects of the history of liberal political reason: the actions of the British in New South Wales in the early nineteenth century in their claim to sovereignty over Indigenous lands; the establishment of Aboriginal missions and subsequent removal of Aboriginal children in the early twentieth century; and the Northern Territory Emergency Response and suspension of the Australian Commonwealth Racial Discrimination Act (1975) early in the twenty‐first century. The aim is to point to gaps between present claims about liberalism and ‘actual existing liberalism’, review the basis for examining accounts of governance deploying ‘authoritarian liberalism’ and ‘race war’ as central concepts, and call into question the Northern Territory campaign as an ‘exceptional’ event.

Patterns of Middle School Adjustment and Ninth Grade Adaptation of Rural African American Youth: Grades and Substance Use

The transition to high school has been identified as a potentially difficult time in adolescents’ lives. Reductions in both academic and social functioning often accompany this transition. While these effects have been documented in urban youth, the move to high school has not been extensively studied in rural minority youth. Toward that end, the academic grades and substance use in ninth grade of 447 (184 male and 263 female) African-American adolescents from two rural counties in a state in the deep South were examined in relation to configurations of adaptation from sixth through eighth grade. Results indicate that individual with consistently positive patterns across middle school had higher grades and lower rates of substance use compared to individuals with persistent difficulties or those that transitioned to problem behavior. Many individuals who improved in their patterns of adaptation had relatively high grades, but also rather high rates of substance use in the ninth grade. David B. He received his PhD in Educational Psychology from the University of North Carolina at Chapel Hill. His major research interests include resilience and student engagement. Jana H. Thompson is a research associate at the Center for Developmental Science at the University of North Carolina at Chapel Hill. Her research interests include peer social relations and developmental transitions into early adolescence. Bryan C. Hutchins is a research assistant at the Center for Developmental Science at the University of North Carolina at Chapel Hill. He is also a graduate student in the Educational Psychology, Measurement, and Evaluation Program at UNC. His research interests include child and adolescent social development and school based emotional and behavioral interventions and prevention programs. Erin M. McDonough is currently a doctoral candidate in School Psychology at the University of North Carolina at Chapel Hill. She received her Bachelor of Arts degree in Psychology from Emory University. As a research assistant at the Center for Developmental Science, she has been able to explore her interests in student achievement as well as rural education. Another major research interest of hers is school-based mental health.     

Quality Is Job One: Professional and Volunteer Voter Mobilization Calls

Campaigns rely upon both paid and volunteer phone calls to mobilize voters. Past field experiments show calls from volunteers to increase turnout and paid calls to be wholly ineffective. This article argues that the quality of phone calls rather than the presence or absence of a payroll explains this regularity. Three aspects of quality are considered: monitoring pace and interactivity, timing, and message. A fully randomized field experiment with over 100,000 subjects comparing professional and volunteer phone banks simultaneously was conducted during the 2002 congressional elections to test this hypothesis. The experiment discovers precisely the opposite relationship of prior research: effective professional phone banks and inefficient volunteer phone calls. The experiment also finds substantial temporal decay. The specific messages appear less important than tone or timing. The implications for the role of campaign consultants, replacing social capital, voter psychology, and the capacities of civic organizations are discussed.
