Corruption,NGOs, and Development in Nigeria

This article examines corruption in Nigeria's development sector, particularly in the vastly growing arena of local non-governmental organisations (NGOs). Grounded in ethnographic case studies, the analysis explores why local NGOs in Nigeria have proliferated so widely, what they do in practice, what effects they have beyond their stated aims, and how they are perceived and experienced by ordinary Nigerians. It shows that even faux NGOs and disingenuous political rhetoric about civil society, democracy, and development are contributing to changing ideals and rising expectations in these same domains.     

Creating the National/Border Security Nexus: Counter-Terrorist Operations and Monitoring Middle Eastern and North African Visitors to the UK in the 1970s–1980s

Abstract

This article looks at an earlier episode in the history of the UK border security apparatus by examining how the immigration control system was used in the 1970s and 1980s to detect potential terrorists from the Middle East and North Africa. Using recently opened archival records, it shows that the UK government introduced a strict system of visa checks, interviews, and other measures to nearly all Middle Eastern and North African visitors to the UK to prevent the entry of suspected terrorist personnel. By using these highly arbitrary measures, it became the modus operandi of the UK authorities to treat all Middle Eastern and North Africans as potential terrorists until convinced otherwise.     

The Soviet Union and Churchill's appeals for high‐level talks, 1953–54: New evidence from the Russian archives

New evidence from the Russian archives offers proof that Winston Churchill's calls for top‐level talks, 1953–54, were greeted with mistrust and scepticism by Moscow. Soviet policy makers realized that Churchill was weak, entirely dependent on American policy and unable to act as mediator between East and West. They were also sceptical as to whether any real progress could be made during an Anglo‐Soviet summit meeting and, instead, pressed for four‐power talks at Foreign Minister level. Finally, the Soviet records shed light on the impact of the power struggle within the Kremlin on its responses to Churchill's initiative, with Vyacheslav Molotov preventing Georgi Malenkov from meeting the British Prime Minister.     

GUUAM and the future of CIS military cooperation

This study analyses the establishment and development of the GUUAM cooperation and offers an assessment of the future implications of this regional grouping for the CIS military alliance. It presents three key arguments. First, that the GUUAM members have bandwagoned with western states at the system level and balanced against Russia at the regional level. Second, that there is a dialectical relationship between these two policies, with one getting added momentum from the other. And finally, that on this background we should expect to see increased future balancing by the GUUAM states — and possibly by other CIS members as well — causing a further undermining of the CIS military cooperation.     

On the unintended consequences of publishing performance data in the public sector

Most performance indicator schemes in the public sector have been implemented on the assumption that they will yield benefits in terms of efficiency and equity. Less attention has been paid to the potential costs of such schemes. Drawing on experience from a range of sources, this paper identifies eight consequences of publishing performance data that are not necessarily intended, and which are likely to be dysfunctional. The paper gives examples of such phenomena from the UK public sector, and suggests ways in which they can be mitigated. While not challenging the desirability of publishing performance data, the paper concludes that the performance indicator philosophy is based on inadequate models of production and control. Most performance indicator schemes will therefore fail unless serious consideration is given to the deficiencies described in this paper.     

Integrating Policies,Plans and Programmes in Local Government: An Exploration from a Spatial Planning Perspective

Local government bodies are increasingly attempting to integrate different functions and departments in the production of policies, plans and programmes. Despite this interest, a general lack of conceptualisation around integration currently exists, presenting difficulties for local government practitioners to pursue such integration. This article reports findings of an ESRC PhD case study into integration in local government, and presents a conceptualisation which seeks to resolve these outstanding issues surrounding integration. These findings are particularly apt given the ongoing changes to local government in England.
