Joan McCord’s follow-up study of the Cambridge–Somerville Youth Project showed that even well-intentioned, well-implemented
prevention programs sometimes have harmful effects on participants. She reported that peer reinforcement of delinquent behaviors
or bragging about delinquent behaviors that occurred during summer camp experiences provided as part of the project might
explain the negative outcomes observed for treatment boys. We explored this “deviancy training” mechanism in the context of
an evaluation of an after-school program. The study found that peer deviancy training does occur in the context of after-school
programs, that it is more likely to occur during less structured activities, and that more violent behavior also occurs during
these less structured times. Also, the amount of adult supervision that is afforded in after-school programs did not counteract
the reinforcing effect of peers. Finally, we showed that while teaching a prevention curriculum that was part of the after-school
program, the most effective group leaders provided positive reinforcement for students’ pro-deviancy expressions. A scale
assessing beliefs that illegal, violent, and risky behaviors are common and acceptable in the peer group favored the control
students in the programs in which group leaders were observed providing this positive reinforcement. Implications for prevention

This article explores the interests involved in regulating television violence and indecency on the Internet, and how those interests might be better served by receiver‐based filtering technology rather than the traditional content‐based sender control. Receiver‐based control technologies represent a promising opportunity to remedy an outdated system that relies on restrictions on expression at their source to regulate media content. Traditional source‐based content restrictions, while they served a purpose in the earlier days of broadcasting, are no longer the least restrictive means of protecting society from material that is offensive or inappropriate for some. Government speech restrictions are not only constitutionally disfavored, but may soon come under increased scrutiny by the courts, especially when the technological means are available to tailor program content to individual needs. 相似文献

This study examines the features of effective school-based prevention of crime, substance use, dropout/nonattendance, and other conduct problems. It summarizes, using meta-analytic techniques, results from 165 studies of school-based prevention activities that ranged from individual counseling or behavior modification programs through efforts to change the way schools are managed. The results highlight several inadequacies in the existing research for guiding policy and practice, the most notable of which is that many popular school-based prevention approaches have not been well studied to date. The study shows, however, that school-based prevention practices appear to be effective in reducing alcohol and drug use, dropout and nonattendance, and other conduct problems. The size of the average effect for each of the four outcomes was small and there was considerable heterogeneity across studies in the magnitude of effects, even within program type after adjusting for measured method and population differences. Non-cognitive-behavioral counseling, social work, and other therapeutic interventions show consistently negative effects, whereas self-control or social competency promotion instruction that makes use of cognitive-behavioral and behavioral instructional methods show consistently positive effects. Also effective are noninstructional cognitive-behavioral and behavioral methods programs. This study investigates the connection between legislative and electoral politics in Switzerland. The authors postulate that party unity is higher in an election year, and more specifically in votes on issues that are important for the party platform and that are of greater visibility to voters. The authors analyse the entire voting record of the Swiss parliament (lower house) on legislative acts between 1996 and 2007, which consists of roll call votes as well as unpublished votes. The authors find a strong effect of elections on voting unity among certain parties, and also find encouraging support for the hypotheses that this effect is mediated by the visibility of the vote and related issue salience. 相似文献

This paper examines transition patterns in post-Gulf war Iraqi Kurdistan as a function of external aid, and the impact of these developments on relations between the Kurdistan region and Baghdad. It argues that, despite ethnic traditions and structural legacies, the asymmetrical and changing nature of aid has created new incentives for conflict and co-operation. Since 1991 aid has strengthened the Kurdistan region's power in relation to the state and increased leverage on the central government to accommodate Kurdish demands for autonomy. Yet it has also created an increasingly complex political – economic order and new interdependencies between the regions. The shift from relief aid to reconstruction within a neoliberal framework has helped open the Iraqi and Kurdish political economies by encouraging trade between the Kurdistan region, regional states and foreign governments. The creation of a federal Iraqi state has also led to financial and political linkages between the Kurdistan region and Baghdad and to new requirements for negotiation. 相似文献

This article investigates the benefit of participation in policymaking. Based on data from interviews with various interest groups, private organisations, and representatives of regions that had been involved in recent policymaking processes in Switzerland, this study analyses the relationship between participation and satisfaction with the policy outcome. The study looks at two different aspects of outcome satisfaction: perceived consensus of a decision and preference attainment. The results show that the level of participation is related to both aspects of outcome satisfaction but that the strength of association is dependent on the type of interest group and the level of conflict among the groups participating in the decision‐making process. 相似文献

A new set of multiplexed PCR primers has been applied to the analysis of human skeletal remains to determine their efficacy in analyzing degraded DNA. These primer sets, known as Miniplexes, produce shorter amplicons (50-280 base pairs (bp)) than standard short tandem repeat (STR) kits, but still utilize the 13 CODIS STR loci, providing results that are searchable on national DNA databases. In this study, a set of 31 different human remains were exposed to a variety of environmental conditions, extracted, and amplified with commercial and Miniplex DNA typing kits. The amplification efficiency of the Miniplex sets was then compared with the Promega PowerPlex 16 system. Sixty-four percent of the samples generated full profiles when amplified with the Miniplexes, while only 16% of the samples generated full profiles with the Powerplex 16 kit. Complete profiles were obtained for 11 of the 12 Miniplex loci with amplicon sizes less than 200 bp. These data suggest smaller PCR amplicons may provide a useful alternative to mitochondrial DNA for anthropological and forensic analysis of degraded DNA from human skeletal remains. 相似文献

Private developmental organisations have emerged rapidly and forcefully in Peru, amid a turbulent national context of change and acute social and economic instability over the last two decades. While no official statistics exist on the number of such organisations (there is no single entity that oversees or registers their activity), independent studies and surveys indicate that almost 350 groups, of diverse objectives and coverage, are currently operating throughout the country. The forces and influences that have shaped this sector are complex, and this article does not attempt to address each individually.
