On the Spatial-temporal Diffusion of Community Based Policing from Japan to Peninsula Southeast Asia: The Case of Timor-Leste

ABSTRACT

This article traces the legacies and variances of ‘community based policing’ in Timor-Leste, and inquires about historical trajectories and cross-cultural sociopolitical influences which forged and determined the idea of policing in Timor-Leste. By drawing on diffusion theory, the article investigates the changing interpretations and transformations of ‘community based policing’ from the Imperial Japanese koban policing, to its Indonesian babinsa- and bimpolda-variant through to the current Timorese ofisial polísia suku approach. It delivers a historically based explanation for the difficulties and challenges of implementing an approach to ‘community based policing’ in Timor-Leste during UNTAET and following missions of the United Nations.     

Coincidence of Nicolau Syndrome and Rhabdomyolysis: Report of a Forensic Autopsy Case and Review of the Literature

Nicolau syndrome (NS) is a dermatological adverse reaction of intramuscular injections and is caused by several mechanisms. The etiopathogenesis remains unclear, and several hypotheses have suggested a vascular origin. Rhabdomyolysis (RM) is the destruction of striated muscle, with the subsequent release of muscle cell contents into circulation. NS and RM diagnoses may overlap. Herein, we present the autopsy findings of a 40‐year‐old female with NS complicated with RM. On clinical follow‐up, creatine kinase (CK) was 7146 IU/L, and urea and creatinine levels were elevated on the third day after intramuscular diclofenac injection. Possible ischemic process triggered the RM and subsequent acute renal failure. The opportunity for an early diagnosis was missed because the patient delayed seeking medical aid. The prognosis worsened, and the patient died due to secondary sepsis. Early diagnosis of NS before the occurrence of complications is the most important issue in patient education and can be life‐saving.     

Reducing Sexual Orientation Discrimination: Experimental Evidence from Basic Information Treatments

We study basic information treatments regarding sexual orientation using randomized experiments in three countries with strong and widespread anti-gay attitudes: Serbia, Turkey, and Ukraine. Participants who received information about the economic costs to society of sexual orientation discrimination were significantly more likely than those in a control group to support equal employment opportunities based on sexual orientation. Information that the World Health Organization (WHO) does not regard homosexuality as a mental illness increased social acceptance of sexual minorities, but only for those who reported trust in the WHO. Our results have important implications for policymakers aiming to expand the rights of lesbian, gay, and bisexual people worldwide.     

Social change and social stratification in a Turkish village

The aim of this paper is to illustrate and critically discuss the effect of social change on rural stratification in Turkey by means of a case study. The rural village under consideration is named Sakarya and is situated 90 kms. S.W. of Ankara in the heart of the grain‐farming area of the Anatolian plateau, which is now dominated by mechanized, capital intensive wheat cultivation. One of the advantages of focusing on this particular case, is that it belongs to an area the subsistence or near‐subsistence stage of which has been researched in great detail [Stirling, 1965; Cuisenier, 1967; Berkes, 1942], thus providing easier access to a baseline in reference to which contemporary transformations in the stratification system become intelligible. Also, Sakarya is typical of small landownership villages which according to a survey conducted by the State Planning Office in 1968 cover 40 per cent of the rural population, so that the structural changes it has undergone are typical of a large section of rural Turkey.     

China’s Integration in East Asia:Production Sharing, FDI & High-Tech Trade

China has taken advantage of the globalisation process and has become an assembly country for firms in Asia, which have extended their production and trade networks to China. China’s position in the segmentation of the production processes has fostered its trade in high-technology products. However the rapid technological upgrading of China’s trade is associated with an increasing dependence on foreign capital and technology. The emergence of China has led to the reorganisation of production in Asia and to a triangular trade pattern: firms in advanced Asian economies use China as an export base and instead of exporting finished goods to the US and Europe, now export intermediate goods to their affiliates in China.     

The Linguistic Turn of Social Contract Theory: Ernst Cassirer and the Conditions for the Possibility of a Promise

In this paper, we explore Cassirer’s view of social contract theory. We maintain that Cassirer has established a linguistic turn of social contract theory, by exploring the conditions for the possibility of a promise. For that purpose Cassirer’s theory of the linguistic sign, as inspired by the linguistic theory of Wilhelm von Humboldt, becomes decisive, because of its specific nature and direction into the future. First, in Section 1, we explore previous social contract theorists, from Nicholas von Cusa to Immanuel Kant. In Section 1, as a result, we establish the concept of the promise as the core concept of social contract theory, and as the fundamental philosophical problem conveyed by the natural lawyers. Moreover, in Section 2, we investigate the conditions for the possibility of a promise, and relate it to the symbolic nature of the human being. The promise, hence the capacity to enter into a contract, becomes a characteristically human activity, hence an expression of human dignity. LL.M. Simultaneous Homicide–Suicide: A Case Report of Double Drowning

Homicide–suicide is a tragic phenomenon which typically does not result in a criminal charge or trial. However, correct diagnosis and classification of homicide–suicide cases are important to determine the perpetrators and dynamics of each category properly. The deaths in the homicide–suicide acts can be divided into two categories with respect to the number of involved individuals: dyadic deaths and triple or multiple deaths. These two categories can also be divided into two subgroups according to the chronology of the incidents: simultaneous deaths and consecutive deaths. Herein, a simultaneous homicide–suicide case of a father and daughter where both deaths occurred through drowning which was not found in the selected literature review and where the victim was a child is presented. The article aims to clarify the term discrepancies about multiple death cases in the literature and to discuss the pathological and psychosocial characteristics of the simultaneous dyadic death cases.     

Demographic and offence characteristics: a comparison of sex offenders convicted of possessing indecent images of children,committing contact sex offences or both offences

This paper reports the findings of a study evaluating demographic and offence characteristics of 230 offenders who had been convicted either of possessing indecent images (Internet offenders n?=?74) or committing actual direct abuse of children (contact offenders n?=?118) or committing both offences (Internet-contact offenders n?=?38). All data were collected in the Greater London Offender Management Service. The group of Internet-contact offenders exhibited more diverse characteristics than the Internet and contact sex offenders and they were more likely to have been accused of a prior contact offence without being charged. The majority of the Internet offenders were white male, younger than the contact child sex offenders, more likely to be single and to have never been married, were better educated and more likely to have stable employment. They were also less likely to have had previous convictions. Contact offenders were more likely to report childhood difficulties including sexual abuse; there were no group differences in mental health contact or history of substance abuse. Future research should take into account the heterogeneity of Internet sex offenders to enable the development and delivery of appropriate services for this group so that preventative and therapeutic approaches can be developed.     

The ‘European Turks’: identities of high-skilled Turkish migrants in Europe

Using exceptionally rich qualitative data coming from the FP7 EUCROSS project on the ‘Europeanization of the Everyday Life’, this paper focuses on high-skilled and highly transnational Turkish migrants who reside in the UK, Romania and Italy. The article analyses participants’ discursive constructions of Europe and Europeanness and shows how specific images and symbols of Europe and Turkey influence their own relationship to Europe. We argue that understanding Turkish migrants’ identification with Europe requires a comprehensive analysis of the development of a Westernization discourse in Turkey that has framed people’s identities. This discourse symbolizes the desire for being part of the Western world, and especially Western Europe, but, at the same time, the fear of being dominated by the very same world. We show that we need to grasp the values, images, symbols and discourses that underline transnational practices to understand the making of European identity among migrants.
