By using information and communications technologies, public administration encourages external actors to get involved in governmental activities once performed by civil servants. This article seeks to investigate the open innovation phenomenon beyond the entrepreneurial domain in the context of open government. For this purpose, a multiple case study was conducted to explore the current state of open government in Austria. The guiding principle of Agenda 2030 is the commitment to “leave no one behind”. However, as the Millennium Development Goals experience has demonstrated, there remains a “rhetoric-implementation gap” where local stakeholders struggle to realistically respond to policies formulated at the global level. This article proposes a way forward for NGOs seeking to translate the rhetoric of Agenda 2030 into reality. Public administration research has identified networks, professionalization, and collaboration with community interests as potential principles by which public organizations can enhance their capacity and effectiveness. This article explores the implementation of these principles by election administrators at the local level, where their ability to conduct elections is the subject of current scrutiny. Findings indicate that election administrators established networks, professional organizations, professionalization requirements and community collaborations prior to the passage of the Help America Vote Act of 2002. Findings also suggest that local election efforts may become more effective as a result of certain provisions of the act that promote centralization and information dissemination. This article offers for inspection the proposition that the adversarial evidence‐based litigation process is unsuitable for resolving custody cases in general and relocation cases in particular. It analyzes the leading cases from New York, Massachusetts, California, England, Canada, and Australia. It reaches a conclusion that no jurisdiction has devised a legal standard or formula that enables a judge to predict the future best interest of a child if that child is allowed to relocate with one parent away from the other. For this reason, the court has a duty to offer as sophisticated and friendly a settlement process and atmosphere as possible. However, knowing that judges will still be required to resolve these difficult cases because they often seem impervious to settlement, the article offers thirty‐six factors that a court should consider in all move‐away cases. By relying on each of these factors that is relevant to the case, the parents will have an understanding of why the decision was made the way it was and it will also allow for effective appellate review. 相似文献
