We claim that the "constitution, and the laws of the United States which shall be made in pursuance thereof… shall be the supreme law of the land." But we also claim to recognize the sovereignty of Native American nations, the original occupants of the land. These claims—one to jurisdictional monopoly, the other to jurisdictional mu1tiplicity—are irreconcilable. Two hundred years have produced no resolution of the contradiction except at the expense of the tribes and the loss to non-Indians of the Indians' gift of their diflerence. This article explores the bear- ing of American constitutional law upon Native American tribes.     

Suicide and other external-cause mortality statistics in Ireland: a comparison of registration and occurrence data

There are two sets of annual mortality statistics released by the Central Statistics Office (CSO) in Ireland, one based on deaths registered in the particular year and the other based on the deaths that occurred in that year. We compared the registration and occurrence figures for suicide and for other deaths by an external cause for the years 1987-2003. The occurrence figures were, on average, 6% higher than the registration figures. There was evidence that the extent of the discrepancy increased over the study period, reaching almost 20% in recent years. The findings suggest that caution needs to be taken in the media reporting of registration figures for suicide and other external causes of death in Ireland and in the interpretation of these figures by health professionals.     

He Versus She: A Gender-Specific Analysis of Legal and Extralegal Effects on Pretrial Release for Felony Defendants

The current study sought to identify significant predictors of pretrial processing for both male and female defendants in an aggregate sample. The data used in this study were taken from the State Court Processing Statistics, 1990–2000: Felony Defendants in Large Urban Counties (Bureau of Justice Statistics, 2004 Bureau of Justice Statistics . The relationships between relevant independent variables and 5 separate dependent variables (denial of bail, non-financial release, amount of bail set, making bail, and pretrial incarceration) were analyzed using both multivariate regression and Z-score comparisons within gender-specific models. Findings suggest that the effects of certain independent variables on pretrial release decisions and outcomes are different between the gender-specific models.
