This article analyses policy trends in Indonesian irrigation, particularly during the last five decades, from the perspective of dominant narratives, as authored, suggested and pushed by international donors. It argues that international donors' adherence to ‘deferred maintenance’ as the core element of irrigation policy problem framing does not match with farmers' and the irrigation agency staff perceptions and practices. The logic of obscuration and the discursive manoeuvers that maintain it are analysed. The article concludes that there is space for more profound conceptual contestation and for alternative actions pathways even within the ‘dominant paradigm’ to address management problems more effectively.  相似文献

The increased importance of ballot issue campaigns creates a need for communication and political science scholars to study the rhetorical strategies employed in such campaigns. This essay presents a typology of four communication functions employed in successful ballot issue campaigns: education, trust development, development of a positive message, and neutralization of the opposition. The argument is commonly made that television has changed the character of parliamentary elections. Its ever more central role in election campaigns outside the United States is held to have “presidentialized” parliamentary elections because it is a medium that projects personalities more effectively than ideas or policies. A comparison of the electoral roles of the Australian prime minister and the U.S. president indicates that both leaders are held personally accountable for government performance. However, such “presidentialism” appears to have little to do with television in Australia or in the United States. Television‐dependent citizens in both countries are less susceptible to the campaign appeals of chief executives than the rest of the voting public. Both leaders, but especially the president, do have an electoral impact. Counter to expectations, however, this impact makes itself felt in both cases among those voters who are not dependent on television for their political information and cues. Party identification seems to insulate the television‐dependent more successfully against leader effects.  相似文献

Comparative analyses of 50 single‐layer white architectural paints were conducted to determine the discrimination power using standard techniques and to provide a basis for assessing significance when paints with limited features are not discriminated. Utilizing Fourier transform infrared spectroscopy (FTIR), 68 undifferentiated pairs resulted, yielding a discrimination of 94.45%. Adding stereomicroscopy, scanning electron microscopy (SEM) with energy dispersive spectroscopy (EDS) and backscatter electron (BSE) imaging, and pyrolysis‐gas chromatography/mass spectrometry (Py‐GC/MS), the overall discrimination was 99.35%. The study included blind verification replicates, which resulted in the only pairs without indications of physical or chemical differences. The remaining groups of undifferentiated samples contained subtle differences by at least one technique, but were considered undifferentiated for the discrimination power evaluations. This study demonstrates a high degree of discrimination of single‐layer white architectural paints using methods of analysis often encountered in forensic science laboratories.  相似文献

Theories of political entrepreneurship usually focus on the construction of coalitions necessary to change policy. We argue that political entrepreneurs who are unable to secure favored policies may redirect their efforts to a “higher tier,” attempting to change the rules of the game to enable the exploitation of future political profit opportunities. We present a taxonomy of three levels of political rules—pre-constitutional, constitutional, and post-constitutional—and identify the salient characteristics of institutional entrepreneurship that targets rules at each level. The development of the congressional committee system is explored as a case study in entrepreneurship over post-constitutional rules.  相似文献

Brain, liver, rectal and environmental temperatures were continuously monitored under controlled conditions, in 117 forensic fatalities, for up to 60 h after death. Cases were studied either naked (63%) or covered with two blankets (37%). Bodies were classified into fat and thin groups. Statistical analysis and curve-fitting of the data yielded the average triple-exponential formulae for each body site and each body group. The effects of covering of the torso and body parameters such as weight, height, surface area and 'cooling size factor' (Z) on postmortem cooling are assessed and discussed. Results show that covering of the torso has a significant influence on the rate of postmortem cooling, however, there is no good correlation between the body variables and the cooling rate.  相似文献

The temperatures of three body sites, namely, the brain, liver and the rectum as well as the temperature of the environment were continuously monitored, every 5-10 min, in 117 forensic cases commencing soon after death and in most cases, within 45 min postmortem. The body temperature at the moment of death was empirically determined by a computer-based extrapolation method. Thus, temperature data for the first 3h of each body site were fitted to single-exponential equations and the fitted curve was extrapolated backwards to obtain the intercept on the Y-axis (the temperature axis). The effect of body temperature at the moment of death on postmortem cooling rate is examined and factors influencing body temperature at death are discussed. Forensic fatalities associated with hyper and hypothermia are reviewed briefly.  相似文献
