Women Offenders and the Gendered Effects of Public Policy1

At 17%, women represent a significant proportion of all offenders under criminal justice supervision in the US. Drawing on the findings from their report, “Gender-Responsive Strategies: Research, Practice, and Guiding Principles for Women Offenders,” the authors maintain that public policy has ignored the context of women's lives and that women offenders have disproportionately suffered from the impact of ill-informed public policy. This discussion of the implications of gender within the criminal justice system is based on a simple assumption: responding to the differences between women and men in criminal behavior and to their antecedents is critical to gender-responsive policy. Building on the pathway theoretical perspective, we find that in addition to the gendered impact of the war on drugs, policy changes in welfare reform, housing, and other social policy arenas combine to create a disparate impact on drug abusing women and women of color. Key policy areas affecting the lives of women offenders and their children include welfare benefits, drug treatment, housing, education, employment, and reunification with children. We conclude that addressing the realities of women's lives through gender-responsive policy and programs is fundamental to improved outcomes at all criminal justice phases. A blueprint for gender-responsive policy development is described through six guiding principles and their policy implications.     

The intergenerational transmission of aggression across three generations

This study examined the intergenerational transmission of aggression across three generations in 181 community families. Regression analyses were conducted to assess the extent to which child abuse and marital abuse in the family-of-origin (G1) are predictive of child abuse potential and marital aggression in the second generation (G2), abuse in the family-of-origin is predictive of aggression in the third generation (G3), and child abuse potential and marital aggression in the second generation are predictive of aggression in the third generation. For males, exposure to aggression was predictive of aggressive behavior across all three generations. For females, the only significant prediction was from marital aggression in G1 to husband-to-wife marital aggression in G2. This study points to the importance of examining the transmission of both child abuse and marital aggression in order to assess their relative importance. It is also recommended that the transmission of aggression be assessed separately for males and females, as the data point to the family system as a factor related to aggression in males, yet do not provide the same explanation for females.     

Political strategies of large companies and their significance for the implementation of the European single electricity market: the examples of France and Germany

Electricity supply in the European member states has been a closed national public sector service without competition for a long time. Currently, the European electricity industry is subject to radical change resulting from the European directive establishing common rules for the internal market in electricity, which came into force in 1997. This paper attempts to explain the varying forms of implementation of the internal electricity market in France and Germany. First, it clarifies the special characteristics of electricity supply and European electricity policy. Secondly, the paper shows the divergent sectoral arrangements of the French and German electricity industries. Thirdly, it points out that the different degrees of linkage between the public players and the electricity companies in France and Germany produce different political strategies which are followed by the companies at the European level, especially those strategies which seek direct influence on the European Commission. Finally, the paper reveals the significance of these strategies in Brussels in terms of the implementation of the single electricity market in both member states.
