The purpose of this study was to investigate all child homicides for the 25-year period, 1970-1994 in Finland and to analyse the specific characteristics of the filicide cases. A total of 292 child homicides occurred during this period. In 201 (69%) cases the offender was a parent or a stepparent of the child. Altogether, 173 (59%) of the victims were boys and 119 (41%) were girls. For the closer examination of the filicide cases we excluded the neonaticide and homicide-suicide cases. Consequently, we report on 70 filicide victims. Of these victims, 42 (60%) were boys and 28 (40%) were girls. Twenty six (37%) of the children were killed before the age of 1 year and 53 (79%) before the age of 5 years. The offender was the mother in 43 (61%) cases and the father or the stepfather in 26 (37%) cases. The victims of the mothers were younger than those of the fathers. The most frequent causes of death were head injuries, drowning and suffocation. The most common means of assault were battering, drowning and strangulation. One in two of the fatally battered children had a documented history of previous abuse. 相似文献

A liquid chromatography-tandem mass spectrometry (LC-MS/MS) method is presented for the simultaneous screening and quantitation of 18 antihistamine drugs in blood samples. Sample pretreatment involved liquid-liquid extraction of the basic antihistamines followed by a second extraction of the acidic antihistamines. The recoveries were 43-113% for basic drugs and 23-66% for acidic drugs. The combined extracts were run by LC on C(18) reversed phase column using acetonitrile-ammonium acetate mobile phase at pH 3.2. The mass spectrometric analysis was performed with a triple stage quadrupole mass analyzer. Screening was performed using multiple reaction monitoring (MRM) and any compounds tentatively identified as antihistamine drugs were then automatedly verified by their Product Ion Spectra in a subsequent MS/MS run.Quantitation was based on the MRM data from the screening step. In validation tests, the method showed good linearity at the relevant concentrations. The attained limits of quantitation varied between 0.0005 and 0.01mg/l in blood and were lower than the therapeutic concentrations (C(max)). The limits for identification by Product Ion Spectra were also lower than C(max), except for clemastine, which has exceptionally low concentrations in blood. The intra-assay relative standard deviations were better than 10% and the inaccuracy varied between 39% for levocabastine and 5% for cyclizine, the majority of the values being <20%. 相似文献

Drugged drivers pose a serious threat to other people in traffic as well as to themselves. Reliable oral fluid screening devices for on-site screening of drugged drivers would be both a useful and convenient means for traffic control. In this study we evaluated the appropriateness of Drugwipe 5 and Drugwipe Benzodiazepines oral fluid on-site tests for roadside drug screening. Drivers suspected of driving under the influence of drugs were screened with the Drugwipe tests. Oral fluid and whole blood samples were collected from the drivers and tested for amphetamine-type stimulant drugs, cannabis, opiates, cocaine and benzodiazepines by immunological methods, GC and GC-MS. The performance evaluations of the tests were made by comparing the results of the Drugwipe tests with laboratory GC-MS confirmation results of oral fluid or whole blood. In addition to the performance evaluations of the Drugwipe tests based on laboratory results, a questionnaire on the practical aspects of the tests was written for the police officers who performed the tests. The aim of the questionnaire was to obtain user comments on the practicality of the tests as well as the advantages and weak points of the tests. The results of the performance evaluations were: for oral fluid (sensitivity; specificity; accuracy) amphetamines (95.5%; 92.9%; 95.3%), cannabis (52.2%; 91.2%; 85.1%), cocaine (50.0%; 99.3%; 98.6%), opiates (100%; 95.8%; 95.9%), benzodiazepines (74.4%; 84.2%; 79.2%) and for whole blood accordingly, amphetamines (97.7%; 86.7%; 95.9%), cannabis (68.3%; 87.9%; 84.9%), cocaine (50.0%; 98.5%; 97.7%), opiates (87.5%; 96.9%; 96.6%) and benzodiazepines (66.7%; 87.0%; 74.4%). Although the Drugwipe 5 successfully detected amphetamine-type stimulant drugs and the police officers were quite pleased with the current features of the Drugwipe tests, improvements must still be made regarding the detection of cannabis and benzodiazepines. 相似文献

Judges of the German Federal Constitutional Court can be seen as both judicial and political elites. Yet up to now there is no systematic work on the Court's' judges and especially their careers prior to their appointments. Using sequence analysis, this article identifies four relatively distinct clusters of career characteristics: academia, administration (and administrative courts), ordinary jurisdiction and politics. Judges whose career background is limited to the judicial sphere mostly advance from a level below the Länder to the Länder and then on to the federal level, while those with a background in politics or administration switch less often among them. Furthermore, little evidence was found to suggest that differences in the judges' career paths can be explained by reference to the body that elected them (Bundestag or Bundesrat) or the party that nominated them (CDU/CSU or SPD). AbstractGermany’s family policy responded to the European Union’s Barcelona targets by expanding publicly funded childcare, especially for children under the age of three, throughout the country. While overall nearly 33 per cent of all children in that age group had access to public childcare by 2015, there is still a large difference between the situation in the eastern and the western part of the country. This paper documents and explains this development of two persistently different childcare regimes in the two parts of the country. It shows that supply factors such as local administrative capacity and resources interact with demand factors such as parental need and demands for public childcare to produce the divergent development. The aim of this study was to determine how self-presentation is formulated in victim supporters’ narratives of their interactions with crime victims, and identify the function of the presentation of the crime victim in this self-presentation. This was done through a narrative analysis of material from 12 focus groups in which representatives of Victim Support Sweden discussed their work. A master narrative was identified, in which ideals of flexibility and helpfulness are counterbalanced with ideals of setting proper limits. The variation among countries when it comes to the admittance of forced migrants – refugees and asylum seekers – is substantial. This article explains part of this variation by developing and testing an institutional explanation to the admission of forced migrants; more precisely, it investigates the impact of domestic welfare state institutions on admission. Building on comparative welfare state research, it is hypothesised that comprehensive welfare state institutions will have a positive effect on the admission of forced migrants to a country. There are three features of comprehensive welfare state institutions that could steer policies towards forced migrants in a more open direction. First, these institutions have been shown to impact on the boundaries of social solidarity. Second, they enhance generalised trust. And third, they can impact on the citizens’ view of what the state should and can do in terms of protecting individuals. The argument is tested using a broad comparative dataset of patterns of forced migration, covering 17 OECD countries between 1980 and 2003. This analysis shows that comprehensive welfare state institutions have a significant positive effect on the admission of forced migrants, under control for a number of factors often highlighted in migration research. 相似文献
