Aid donors are increasingly seeking to link assistance to sustainable reform, including the provision of a responsible and responsive political and legal framework, the improvement of recipient countries' social, health and educational prospects, and the promotion of economic development and liberalization. Much attention is given to the first of these because of the size and cost to the state and the perceived constraints it exercises on the longer-term changes to the economy and society; in general terms, good government is an essential precondition for good governance and economic development. Increasingly donors have focused on corruption, both as a core obstacle to the encouragement of good government, and on the steps taken to dealing with it as evidence of commitment and the will of recipient countries to their introduction. While the types of activity associated with corruption are readily identifiable, as are the means to attempt to deal with it, it is usually much more difficult to determine effective implementation, particularly with limited resources at a time when longer-term political and economic reforms are also being promoted. It is therefore especially important that, in relation to corruption and good government, a practicable, effective and sustainable means is available to deal with corruption from preventative, investigative and reform perspectives. 相似文献

The current localism agenda, and other legislative and organisational changes, will impact on English local government’s capacity and commitment to address fraud, corruption and conflict of interest from both investigative and preventative perspectives. These have been issues for local government since the nineteenth century onwards, often brought to prominence during specific scandals or periods of extensive change. This article summarises the reforms in terms of a ‘low road’ of a control environment and of a ‘high road’ of an ethical governance framework, and their perceived interrelationship, up to the introduction of the Localism agenda. It discusses how far the current changes may change the emphasis between roads in returning to an amended control environment, particularly in terms of the publication of the Fighting Fraud Locally strategy. It concludes with concerns less about the various initiatives promoted by the strategy than the implications of whether councils have the capacity or commitment to continue along the high road of ethical governance. 相似文献

This paper takes as its main themes the impact of public choice theory and the impact of Thatcherism and the rise of public management on the delivery of public services. These themes have created, according to a Chief Executive of a Regional Health Authority, the need 'to learn new disciplines of commercial relationships and competitive tendering and so on, and at the same time . . . remember the very important traditional public service values; and that is not an easy combination'. Whether the relationship with business has been a temporary affair, a marriage of convenience or a marriage until death do us part, business and business practices have had significant implications for the dominant morality now prevailing in the delivery of public services. 相似文献
