Abstract: Since the early 1960s, the only pan‐Canadian association of municipalities has shown two decades of decline followed by two decades of growth. This paper analyses this decline and subsequent growth in the context of the changing position of municipalities with Canada, particularly those in Quebec. Examination of the association's recent history provides useful insights into how Canada's municipalities cope with Canadian federalism. It provides lessons as to how best to prosper as a pan‐Canadian organization concerned with what are mainly matters of provincial interest. The paper's theoretical contribution includes reference to the nature and roles of interest groups in Canadian federalism and to the application of structural contingency theory. Sommaire: Depuis le début des annees 1960, l'unique association pancanadienne de municipalités a connu deux décennies de déclin suivies par deux décennies de crois‐sance. Le présent article analyse ce déclin et cette croissance dans le contexte de la position changeante des municipalites à l'égard du Canada, en particulier celles du Québec. L'examen de la récente histoire dee l'association suscite des réflexions utiles sur la maniére dont les municipalités au Canada font face au fédéralisme canadien. II explique comment un organisme pancanadien principalement préoccupé par des questions d'intérséCt provincial pour prospérer le mieux possible. Purpose. To describe the issues associated with the post‐conviction testing of sex offenders (CST). Arguments. Post‐conviction sex offender testing (PCSOT) is used widely in sex offender treatment and supervision programmes, but it is not without controversy. Much of the criticism of PCSOT, however, arises because of confusion between it and other applications of polygraphy. It is argued that the evidence for accuracy and utility, although not definitive, is sufficient to justify the use of PCSOT. Ethical issues are also addressed. Conclusion. Whatever the pros and cons of polygraph use in other settings, PCSOT can make a valuable contribution to sex offender treatment and management. 相似文献

The analytical framework developed by the “new penology” describes the content of corrections reform as relatively homogenous, largely driven by forces internal to corrections departments. This article examines the ongoing process of penal reform in the correctional systems of Kansas and Michigan over the last decade and argues that the new penology's analytical framework has the potential to obscure the relationship between penal practices and their immediate institutional environment. Using case studies of corrections reform in Kansas and Michigan, this article shows that the nature and scope of reforms in both states were determined not just by internal considerations and adaptations, but by a number of forces operating outside the penal bureaucracy including the interests of external actors, economic crises, and high profile events. These external forces both constrained and encouraged correctional reforms and led to evolving reform rationales that often conflicted with the practices of the new penology. 相似文献

Video films have established themselves as the dominant formof Nigerian popular culture, with more than 1,000 titles beingreleased every year. They arose during politically tumultuoustimes but have had a reputation for being studiously commercialand avoiding political subjects. This essay attempts to revisethis conventional wisdom by exploring three video genres thatembody forms of political critique: the hardy genre of filmsabout traditional rulership; the crime thriller, with severalvariants; and family melodrama, which tends to infiltrate allother genres.
