The Propensity for Abusiveness Scale (PAS; Dutton, 1995) was designed as a self-report perpetrator profile for intimate abusiveness. It was empirically validated through reports of abuse by intimate partners. The original PAS (Dutton, 1995) was given to 144 men in treatment for partner abuse and 44 demographically matched controls. It correlated significantly with partner reports of abusiveness and correctly classified men 82.2% of the time, as one standard deviation above or below the mean partners' report score for abusiveness. In the present study, the PAS was given to clinical outpatients, gay males, male college students, and a group of spousal assaulters. A criterion measure for abusiveness (the Psychological Maltreatment of Women Inventory; Tolman 1989, or the Psychological Maltreatment Inventory; Kasian & Painter, 1992) was collected from intimate partners. In all groups, the PAS correlated significantly with partners' reports of both physical and psychological abusiveness on subscales of the criterion measures: Dominance/Isolation and Emotional Abuse. For the college students and wife-assault groups, a new criterion measure was used: the Severity of Violence Against Women Scale. The PAS correlated significantly with partners' reports of threats and violence measured by this scale. When a crime is committed by an individual of one race against an individual of another race, there is the possibility that the crime is a hate crime. Legislation often mandates harsher penalties for perpetrators convicted of crimes determined to be hate crimes, yet this determination is difficult to make. This study used vignettes of violent crimes to examine how the races of the perpetrators and victims, the severity of the assault, and the use of racial slurs by the perpetrators would affect perceptions of the crimes as "hate crimes," victim blaming, and sentencing recommendations. Results showed that each of these factors affected participants' perceptions and punishments of violent crime. Participants' levels of racism were an additional factor. These results contribute to the understanding of how crimes in which the perpetrator's and victim's races differ are perceived. 相似文献

Few areas of public administration have been more discouraging, over a longer period of time, than the struggle to build public trust in government's work. However, new research suggests that public administrators can build trust by improving the results they produce for citizens. Practical, practicable steps can produce big improvements: improving government's focus on citizens' needs; engaging employees; focusing on fairness; and, especially, concentrating on the delivery of public services at the “retail” level. Citizens, research shows, can discriminate among levels of government, the administration of different programs in different functional areas, and the work of individual administrators. Lively and sometimes raucous debate about the job of government has increasingly engulfed American politics. Much of that debate has swirled around government's size, with conservatives arguing the case for shrinking government and liberals fighting to grow it. In reality, however, neither of these debates engages the critical underlying trend: the increasing interweaving of governmental functions deeply into every fiber of the nongovernmental sectors. Many reforms have sought to rein in government's power, but none has engaged the fundamental interweaving of policy implementation, and, not surprisingly, most have failed. Indeed, many have eroded the public's trust in the governmental institutions on which they depend. This process raises fundamental challenges for defining government's core role, for building the capacity to govern effectively, and for enhancing the accountability of governmental programs. The purpose of this study was to compare the effectiveness of the QIAGEN QIAamp Stool Mini Kit against a standard phenolchloroform procedure for the extraction, quantitation, and STR-typing of human nuclear DNA from human feces. Stools from six subjects were sampled by swabbing and excision. Samples extracted with the QIAamp kit gave a wide range of DNA yields, whereas those extracted by the organic method yielded no DNA. DNA was not recovered from one subject's stools by either procedure. The QIAamp extracts were amplified with the Profiler Plus and COfiler kits, and PCR inhibition was observed with DNA extracts that were further concentrated. Substitution of water or TE-4 for the QIAamp elution buffer eliminated most, if not all, of the inhibition. A modified QIAamp procedure was used to extract thirty samples, which were subjected to one of five environmental conditions.
