This study deals with the transfer of American business school technology to the National University of Lesotho. Each year, environmental technology implementation involves many millions of dollars in the United States alone. The economics of making decisions to continue research, to make changes to processes, or to introduce new products is a critical element in the success of organizations. In previous work by Paladino and Longsworth (1996), the importance of economic factors has been postulated to increase according to a set pattern throughout the implementation process. This article examines learning in networks dealing with conditions of high uncertainty. The author examines the case of a crisis response network dealing with an exotic animal disease outbreak. The article identifies the basic difficulties of learning under crisis conditions. The network had to learn most of the elements taken for granted in more mature structural forms—the nature of the structural framework in which it was working, how to adapt that framework, the role and actions appropriate for each individual, and how to deal with unanticipated problems. The network pursued this learning in a variety of ways, including virtual learning, learning forums, learning from the past, using information systems and learning from other network members. Most critically, the network used standard operating procedures to provide a form of network memory and a command and control structure to reduce the institutional and strategic uncertainty inherent in networks.  相似文献

Mediation as a response to domestic abuse would seem a promising direction in curbing domestic battering among offenders with a low stake in conformity. This study compares the effects of mediation verses arrest on two general types of domestic abusers; one category with a high school education or above and is presently employed, while the other category comprising individuals with less than a high school education and are currently unemployed. Pooled data from three of the original group of six Minneapolis Domestic Violence Project cities are used in this study. The findings show unemployed Blacks with less than a high school education who were mediated were significantly less likely to have re-offended within six months than unemployed non-Blacks similarly mediated with less than a high school education. Also, unemployed Blacks with less than a high school education not mediated were significantly more likely to re-offend than unemployed non-Blacks with less than a high school education and not mediated. Finally, among those in the sample unemployed with less than a high school education and mediated were significantly less likely to re-offend compared to those not mediated. The findings are consistent with seeing mediation as a viable police strategy in curbing domestic abuse among jobless and undereducated offenders.  相似文献

This paper reflects critically on issues of North-South collaboration and participatory research arising from a project on participatory and sustainable local-level environmental management in the peri-urban area surrounding Kumasi, Ghana. Rapid immigration, uncoordinated conversion of farmland to housing, intensified resource exploitation, and declining water quality and availability are particularly pressing problems there. Collaborative research arrangements with local partners as well as sustained participatory relations with selected village communities were central to this project. More generally, the paper reflects on institutional issues relating to the dichotomy between research and development assistance projects, and their implications for project evaluations.  相似文献
