Carbon capture and storage (CCS) has recently been gaining more and more attention as a climate change mitigation option. However, as CO2 may re-enter the atmosphere after injection into geological reservoirs, the question of long-term liability has to be considered if an environmentally sound policy is desired. Apart from this aspect, additional complexities arise from the fact that CO2 capture and storage can be carried out in two different countries. A classification of CCS cross-border activities shows that not all cases with non-Annex I participation fall under the Clean Development Mechanism. This classification is based on the assumption that according to Article 1.8 of the Framework Convention on Climate Change, CCS would be considered an emission reduction at the source. Furthermore, we elaborate on the problem that seepage of CO2 from reservoirs located in non-Annex I countries—under current rules—would not be subtracted from the emission budget of any country. We discuss options for creating liability in these cases.  相似文献

The purpose of this research is to uncover the dynamic structure of an interorganizational emergency management network after a disaster. This research tests two hypothesized network structures: interdependent risk and independent risk. While the former illustrates the importance of trust and information redundancy in coordinating and aligning emergency preparedness and response, the latter captures the tendency for local actors to seek dominant partners to bridge crucial information across the region. A stochastic actor‐based model with a forward selection strategy is used to analyze the structural effects of endogenous networks and the effects of exogenous community attributes on interorganizational ties. Based on the data sets collected before and after the 2012 typhoons in South Korea, the results support the interdependent risk hypothesis, suggesting that an interorganizational network structure tends to evolve into the notion of shared collaboration risk.  相似文献

The ‘Arab Spring’ added new fuel to the ongoing controversy over the validity of regional or area studies. None of the Middle East ‘area experts’ predicted the revolutionary events that led to the fall of a number of authoritarian rulers in the Arab world. As a result, scholars, the media and policy-makers have again questioned the public relevance and scientific nature of Middle East studies. Do they actually provide the basis for an understanding of the real world? To address this issue, this article considers a historical case study with a view to throwing light on this debate and putting it in perspective. It looks more closely at a debate between two founding fathers of Islamic studies. After the Ottoman Sultan Mehmet V declared jihad against the Entente powers in 1914, Christiaan Snouck Hurgronje and Carl-Heinrich Becker disputed the role allegedly played by German Orientalists in this affair. The article would argue that this historical dispute already reflected some of the core issues of the contemporary controversy of ‘area studies’ and contained some lessons for us to learn regarding the analysis of Middle Eastern economy, society and politics.  相似文献

Thanks to a suggestion made by Tim Shaw (Dalhousie University), the Editors of ISP decided about a year ago to commission a discussion of the textbook Power, Wealth and Global Order: An International Relations Textbook for Africa. This symposium aims at increasing our understanding of the different, regionally specific perspectives that can be brought to bear when studying international relations outside of North America and Western Europe. We want to thank Prof. Donald Gordon for the time he spent on examining the volume at hand and for his insightful analysis of the contribution made by the editors and authors of the textbook. Based on this discussion, we then asked four other authors from diverse areas of the world (Venezuela, Korea, Slovenia, and Russia) to read Prof. Gordon's analysis and respond to a set of questions we posed to them. Those questions and their comments follow Prof. Gordon's essay. We would also like to invite other ISA members from anywhere in the world to comment on this subject, as a continuing effort to engage important pedagogical topics in the pages of ISP.  相似文献

In estimating age of juveniles and adolescents, the teeth are employed primarily because of its low variability and less affection by endocrine and nutritional status in development. Demirjian established criteria for evaluating maturity of teeth and his method has been used throughout the world. However, several studies showed the inappropriateness of Demirjian's method on populations other than the one it is based on. Consequently some researchers modified Demirjian's method using data of several different populations. Demirjian himself also published a revised method to overcome other shortcomings of his original method. The aim of this study was to test the validity of Demirjian's and the modified methods (Demirjian's revised, Willems', Chaillet's and new Korean methods) for Korean juveniles and adolescents. 1483 digital orthopantomograms which consist of 754 males and 729 females in the age range of 3-16 years were collected. New age estimation method based on Korean population data was calculated. Dental age was estimated according to each method and the validity was evaluated using the differences between chronological and dental age. The inter- and intra-observer reliability was evaluated to be excellent. Statistically significant difference was observed between chronological and dental age in all the methods for both sexes except new Korean method for both sexes and Demirjian's revised method for males. However, when analyzing absolute and squared value of difference, Willems' method was found to be most accurate followed by new Korean method with slight difference for Korean population for both sexes. In conclusion, both Willems' method and new Korean method conducted by present study were proven to be suitable for Korean population.  相似文献

How does the way in which a group organizes change the lethality of the group's attacks? In this article, we argue that groups organized vertically as hierarchies are likely to conduct more lethal attacks. We build our argument around three advantages inherent to centralized structures: functional differentiation, clear command and control structures, and accountability. We argue that each of these characteristics positively impacts an organization's ability to deliver an effective lethal blow. To test our argument, we use a mixed method approach, drawing on empirical evidence and support from a time-series case study. Our large-N analysis examines the trends in more than 19,000 attacks. In this test we develop a novel proxy measure for hierarchy based on a group's bases of operation and non-violent activities. To complement the empirical work, we examine the history of Euskadi Ta Askatasuna (ETA), the Basque separatist group. Over several decades of violent operations, this group's structure has changed dramatically. We analyze how these shifts impacted ETA's ability to maximize the effectiveness and damage of their attacks. In both the case study and large-N analysis, the more hierarchically organized the group, the more easily the group can orchestrate lethal attacks.  相似文献

The literature in public administration advances three important values for public administrators. In their roles as technical experts, public administrators are professionals whose decisions are guided by the norms and principles of the public administration profession. In their roles as appointed officials, public administrators are expected to be responsive to their elected superiors. As representatives of the community, they are expected to voice the concerns and demands of citizens. Professionalism, responsiveness, and representation all are considered fundamental values that must be reflected in administrative decisions and actions. Despite the importance of these three values for public administration, insufficient empirical research has been done to examine what these values mean for public administrators. That is, the critical question that remains unanswered is: “What activities of public administrators are associated with these three values?” Based on a nationwide survey of city managers, this article identifies critical activities in which public administrators get involved, then reduces these activities into factors (dimensions), and finally examines the correlation of these factors with attitudes of city managers towards professionalism, responsiveness, and representation. The findings of this research help make these three values more concrete by associating them with major policy and political activities of city managers.  相似文献
