This paper describes the development of a one-step fluorescent lipid reagent that involves europium chelates whose generic formula can be represented as europium(organic ligand)3.2(synergic reagent). An optimized formulation is presented and a comparison with physical developer was conducted which showed the new technique to be very good when fresh fingerprints were recovered but inferior to physical developer on aged prints (over a week). In addition, the compatibility of the technique with sequential methods such as ninhydrin and DFO is reported. The experimentation, results and chemical formulation of this study were presented to delegates of the International Symposium on Fingerprint Detection and Identification held in Israel in June 1995. The current crisis in Europe recalls the theory and practice of authoritarian liberalism, the idea that in order to protect economic liberalism and respect for fiscal discipline, representative democracy must be curtailed. This configuration was first identified by Hermann Heller in late Weimar as a response to the imperative to maintain the ideological separation of state and economy and presented by Karl Polanyi as conditioned by broader geo‐political pressure to maintain the gold standard in the inter‐war period. Authoritarian liberalism is now conditioned by conflicting imperatives to maintain the project of the single currency, respect ordo‐liberal concerns of moral hazard, and protect ‘militant democracy’ but only in one country. Does this reflect a broader geo‐political disequilibrium, due to tensions between market integration, constitutionalism and democracy?  相似文献

This study examines the adjustment of offenders from shock incarceration programs (boot-camp prisons) during community supervision over a 1-year followup period in five states. Their performance is compared to comparison groups who were eligible for the shock program but did not attend. An index was used to quantify the positive activities of offenders. The results provide little conclusive evidence that the shock incarceration programs had a positive effect on offender behavior. The data do suggest that supervision intensity plays an important role in shaping offenders' activities during community supervision.This investigation was supported in part by Grant 90-DD-CX-0061 from the National Institute of Justice, Office of Justice Programs, U.S. Department of Justice to the University of Maryland. This study explores the attitudes and behaviors of Taiwanese police officers regarding community oriented policing (COP) by comparing their attitudes and behaviors with those of officers in Washington State. Data used in the study were collected from 375 Taiwanese line officers assigned to the city of Tainan and 167 American line officers from various police and sheriffs’ departments in Washington State. The study finds that (1) Taiwanese and American officers hold similar opinions of COP’s potential to reduce crime; (2) both groups are similarly involved in implementing the various strategies of COP; yet (3) American officers are more involved in formulating (planning/devising) COP strategies; and (4) are more receptive to citizen involvement in COP; while (5) Taiwanese officers are more receptive to civilian oversight, and (6) are more amenable to applying COP outcomes for evaluative purposes than are their American counterparts. Policy implications and areas for future research are discussed.
