Measuring Family Violence: The Conceptualization and Utilization of Prevalence and Incidence Rates

The present study argues for a standard conceptualization of prevalence and incidence in family violence research. Reviewing several definitions of both prevalence and incidence in the family violence literature, we identify important inconsistencies in conceptualizations. The use of time frame to distinguish incidence and prevalence seems to have been a main thrust of the conceptual confusion. A gold standard conceptualization is proposed that sees prevalence as the extent to which violent behavior is distributed in the population and incidence as the amount of violent behavior that occurs among those in the population who experience violence. A discussion of rates calculated with other conceptualizations illustrates the need for standardization as well as the utility of the conceptualization in the present study. The calculation of prevalence and incidence rates is exemplified with respect to interpartner violence using Statistics Canada's Violence Against Women Survey (VAWS). Using duration as an independent variable, we also illustrate how the choice of incidence or prevalence rates may affect the operation of risk markers. Given the need for standardization, the relative ease with which this can be accomplished, and the knowledge that research in this area will be conducted well into the future, we conclude with a plea for a standard use of prevalence and incidence among family violence scholars.     

NASA Technology Utilization Program: A concept paper on options

The NASA Technology Transfer Program has taken on a variety of roles during the past twenty years. This paper briefly reviews these roles. It presents then several organized approaches that could be adopted to maximize the cost/benefit of technology transfer from NASA to the private sector.     

Recovering,Restoring, and Renewing the Foundations of American Public Administration: The Contributions of Herbert J. Storing

Public administration continues to face an identity crisis that turns on the question of whether the animating principles of the discipline are to be discovered in the political foundations of a given regime, or whether they are to be found in more universal and transcendent principles of scientific management. Herbert J. Storing reframed the identity crisis as a problem arising from America’s constitutional system of governance. In doing so, he created an important role for public administration in democratic governance. This role took the form of “closet statesmanship” and, in practice, requires the exercise of prudential judgment that looks more like judicial decision making than scientific management. In summarizing Storing’s writings, the authors convincingly argue that he has much to teach us about the ongoing debate regarding the role of the bureaucracy within America’s 87,576 systems of government.     

Determinants of the probability and timing of commercial casino legalization in the United States

The adoption of lotteries by state governments has received significant attention in the economics literature, but the issue of casino adoption has been neglected by researchers. Casino gambling is a relatively new industry in the United States, outside Nevada and New Jersey. As of 2007, 11 states had established commercial casinos; several more states are considering legalization. We analyze the factors that determine a state’s decision to legalize commercial casinos, using data from 1985 to 2000, a period which covers the majority of states that have adopted commercial casinos. We use a tobit model to examine states’ fiscal conditions, political alignments, intrastate and interstate competitive environments, and demographic characteristics, which yields information on the probability and timing of adoptions. The results suggest a public choice explanation that casino legalization is due to state fiscal stress, to efforts to keep gambling revenues (and the concomitant gambling taxes) within the state, and to attract tourism or “export taxes.”     

Social Influences on Online Political Information Search and Evaluation

Americans are turning to the Internet to learn about politics in greater and greater numbers. Under the current “Web 2.0” paradigm in which users are encouraged to interact with online content, voters encountering political information on the Internet are typically exposed to more than just the news; online information is often colored by the reactions of previous readers, whether in the form of displayed comments or in readily apparent tallies of the number of “likes” or “shares” a particular item has received. In this paper we consider the effect these social cues have on online political information search and evaluation. Using processing-tracing software to monitor the patterns of information search and evaluation among our subjects, we find that social cues can function as a heuristic, allowing voters to reach judgments similar to those of their more informed counterparts. However, we also find that negative cues can adversely influence candidate evaluation, making subjects less disposed to a candidate than they would be in the absence of such signals.     

STRATEGIC PLANNING AND ENTERPRISE ZONES

State policy makers are concerned about costs of past policies whose benefits are often difficult to determine. Some have recommended a strategic approach to state economic policy making in order to eliminate ad hoc incentives. Lessons derived from the literature on state enterprise zones are used to assess the 1993 Federal Empowerment Zone and Enterprise Community initiative. States can expand policy alternatives by fostering the growth of a marketplace of economic development ideas at the local level. Strategic plans should focus on development of competing, bottom-up solutions, rather than packages of specific incentives.     

Why Abyei Matters: The Breaking Point of Sudan's Comprehensive Peace Agreement?

The Abyei Area, straddling the North–South border of Sudan,was the subject of a separate protocol in the ComprehensivePeace Agreement signed between the Sudan government and theSudan People's Liberation Movement in January 2005. One provisionof that protocol was the establishment of a boundaries commissionto define the territory to be included in the special administrationof the area. The commission's decision was to be implemented‘with immediate effect’ on the submission of itsreport in July 2005, but implementation has been blocked bythe National Congress Party, which still controls the centralgovernment in Sudan. The conduct of war in Abyei establishedmany precedents for the conduct of war in Darfur in the useof tribal militias and the forcible displacement of non-Arabpeoples. The failure to implement the Abyei Protocol has implicationsnot only for determining the North–South border (as stipulatedby the CPA), but for the implementation of any Darfur peaceagreement.
