We describe trends in maternal employment and leave‐taking after birth of a newborn and analyze the extent to which these behaviors are influenced by parental leave policies. Data are from the June Current Population Survey (CPS) Fertility Supplements, merged with other months of the CPS, and cover the period 1987 to 1994. This time span is one during which parental leave legislation expanded at both the state and federal level. We also provide the first comprehensive examination of employment and leave‐taking by fathers of infants. Our main finding is that leave expansions are associated with increased leave‐taking by both mothers and fathers. The magnitudes of the changes are small in absolute terms but large relative to the baseline for men and much greater for college‐educated or married mothers than for their less‐educated or single counterparts. © 2009 by the Association for Public Policy Analysis and Management 相似文献

In this study, we consider the efficacy of a relatively new and widely accepted certification system for teachers established by the National Board for Professional Teaching Standards (NBPTS). We utilize an extensive database covering the universe of teachers and students in Florida for a four‐year span to determine the relationship between NBPTS certification and the impact of teachers on student test scores from both low‐stakes and high‐stakes exams. Contrary to some previous studies, we find evidence that NBPTS certification provides a positive signal of a teacher's contribution to student achievement only in a few isolated cases. This paper describes two views on the economic effects of government budget deficits. According to the traditional view, deficits have a variety of adverse economic consequences. In particular, they cause domestic residents to save less and eventually to have a lower standard of living than would have occurred if the same level of government spending had been financed entirely with current taxes. A competing view, known as the Ricardian view, holds that the economy is little affected by whether a given level of government spending is financed entirely by current taxes or by some feasible combination of taxes and borrowing. Most of the empirical research on the economic consequences of deficits has failed to isolate the effects predicted by the traditional view. The success of the Party of Democratic Socialism (PDS) cannot be explained solely with a rising tide of GDR nostalgia and/or with the efficiency of PDS members as service providers and advocates at the grass‐roots level. We stress the importance of the PDS as the main political representative of a specific socio‐economic and cultural milie in the former GDR. Furthermore, the article traces the evolution of the PDS from a populist voice of protest of the losers of unification to the beginnings of a new political party. As such it defines its identity more as a radical left‐wing party with strong social libertarian characteristics than a traditional socialist party. The party programme and the electorate of the PDS display remarkable similarities to the fundamentalist wing of the West German Greens in the 1980s, although differences as to the origins of the left‐libertarian ideas remain important. While the PDS seems to have strengthened the significance of the new politics agenda in post‐unification Germany, it is still too early to conclude whether this agenda is firmly rooted in the party or whether it is simply a vehicle to electoral success. 相似文献

Because there has been considerable interest in the Japanese management model, this study explores its limitations for the American setting and particularly the American public sector. These limitations include (1) cultural barriers, (2) the incompleteness of the model, and (3) undesirable elements in the model. This analysis concludes that there is little new in humanistic or participative terms to be found in the Japanese approach. Despite several objectionable elements in the model, some of its devices are instructive and may be carefully adapted to public sector use, but adoption of the whole model is unlikely and undesirable. 相似文献
