The article reflects on the interrelation between neo‐liberal economy and sexuality. The neo‐liberal paradigm issues a paradoxical appellation of individualization and privatized responsibilities. The latter not only refer to personal well‐being and growth, but also demand for care relations, which substitute for the shrinking of the social system. The thesis is that homosexual lifestyles figure as avant‐garde positions, which promise to provide a “solution” to the paradoxical demands for individualization and care. Reading visual representations of lesbian and gay figures in media and advertisements the author argues that non‐normative genders and homosexual ways of existence gain access to the mainstream via the mechanism of “projective integration”. This mechanism stimulates a new hegemonic consensus via the disarticulation of the socio‐political contradictions of the global capitalist economy and the affirmation of not only new forms of intimacy, but also new forms of exclusion.  相似文献

This paper studies urban transport, a public service with extensive initiatives towards deregulation and privatisation throughout the European Union and in other developed and developing countries. The relative merits of deregulation, public or private provision and the implications of different policies for the performance of public services have become important issues. A crucial question is what type of operating and regulatory environment is best suited to stimulate efficiency in public service delivery. This paper analyses specifically the effect of privatisation and deregulation on the technical efficiency of bus services in 73 cities, in order to compare performance in cities with bus services provided by public operators, private operators, both types simultaneously or in which the service is deregulated. The behaviour of the different types of operators analysed in this paper shows that competition – total or partial – is effective in controlling costs.  相似文献

This study scrutinizes the functions and effects of various mechanisms of policy diffusion by taking the hyper-sovereigntist state of the People’s Republic of China as a hard test case. It demonstrates that a one-sided focus on the contribution of international or transnational interactions to policy diffusion may lead to severe misinterpretations. Thus, careful control studies of the domestic determinants of policy diffusion are indispensable for clearing up the focus. As the Chinese case reveals, politically orchestrated, tactical adaptation to international regulatory standards can be employed to promote a nation’s rise in the global political economy. Policy diffusion does not therefore automatically promote the establishment of credible, shared norms of global governance.  相似文献

Based on the 2008 Rüffert judgment by the European Court of Justice (ECJ) which dealt with wage-related compliance requirements laid out in several German federal state procurement laws (Tariftreueerfordernis) the convergence induced by Europeanization through law is being investigated. Contrary to the initial presumption of unilinear adjustment, three different responses are identifiable. Conservative-liberal governments abolish the respective regulations. Conservative governments which are subject to influence from associations representing small- and medium-sized business enterprises absorb the adjudication by a rapid adjustment consistent with the European requirements. Coalitions led by the Social Democratic Party tend to a policy expansion influenced by smaller coalition partners. They codify more rather than less social and environmental standards in policy amendments. The case study points out the persistence of political party differences in the face of Europeanization which is dependent on a sufficient degree of programmatic incongruence as well as on the plurality of European law.  相似文献

If electoral abstention is linked to party preferences, low turnout—as witnessed in European Parliament elections—may hurt some parties and benefit others. In order to assess this possibility, we compare, in the member states of the EU, parties’ vote shares in the 2009 European Parliament elections with the results that would have been obtained had turnout reached the level of national general elections. We find that the effects of low turnout are minimal, and that—except for a single seat—higher turnout would not have resulted in a different composition of the European Parliament.  相似文献

The use of experimental research designs is on the rise. Internationally, experiments are becoming ever more established in the field, as shown by the increasing number of journal articles, books, and conferences. In German political science, however, using experimental methods is still rather uncommon. After a (brief) discussion of the relevance of experiments for political science, we will—in general terms—introduce the logic of experimental research as well as different types of experiments. Then we shall provide a (selective) overview of experimental research in political science that has been conducted: First, we cursorily review the state of (experimental) research done in the fields of elections and public opinion, public goods and collective action, social trust and finally legislative bargaining and decision-making. Following that, we discuss in greater detail the field experimental strand of research studying voter mobilization.  相似文献
