Regulators and other governors rely on intermediaries to set and implement policies and to regulate targets. Existing literatures focus heavily on intermediaries of a single type – Opportunists, motivated solely by self-interest. But intermediaries can also be motivated by different types of loyalty: to leaders (Vassals), to policies (Zealots), or to institutions (Mandarins). While all three types of loyalists are resistant to the traditional problems of opportunism (slacking and capture), each brings pathologies of its own. We explain the behavioral logic of each type of loyalty and analyze the risks and rewards of different intermediary loyalties – both for governors and for the public interest. We illustrate our claims with examples drawn from many different realms of regulation and governance.  相似文献

Even experienced negotiators often feel anxiety about beginning a new negotiation. Subjects in this study described these opening moments with vivid imagery and metaphors, among them: lurking wolves, alligators, tightropes, and rushing trains. People's deep-seated worries can be triggered by several factors: doubts about personal competence, fear about the attitudes and behavior of other parties, and the inevitable uncertainty about what path negotiation will take. The author compares openings in other contexts, notably in the arts, to illustrate how the impact of anxiety need not be entirely negative. These feelings can also spark creativity and support constructive relationships.  相似文献

This article identifies some key factors shaping the micro-enterprise sector in urban French West Africa. Drawing on interviews with micro-entrepreneurs and micro-finance practitioners in Benin, Burkina Faso, Niger, and Togo, the study explores the needs, characteristics, motivations, and success factors for micro-entrepreneurship in the region, together with some of the impediments to the growth and success of micro-enterprise ventures. It was found that those operating micro-enterprises in the informal economy are entrepreneurs principally by necessity, and that their most basic needs tend to drive their business activities and behaviours. It was also observed that their success was constrained by a number of barriers, including poor access to capital, poor training, and general aversion to risk. As a result, the development of the micro-enterprise sector in urban French West Africa has been sub-optimal, and the authors conclude that this situation may persist unless broader economic and social barriers are addressed.  相似文献

The article identifies some of the problems encountered in using information technology in developing countries. It is based on field research into the use of computers in health programmes in East Africa and Nepal. The visits were part of an ODA-funded project to design guidelines on the selection, use, and maintenance of computers in a developing country. Conclusion Must calls for war always dominate pleas for more serious negotiation? Not necessarily. But, if negotiation is to prevail, its advocates have to recognize which elements of their rhetoric sound weak and timid to others.Right after the routing of the Iraqis from Kuwait, the conventional wisdom was that American voters would repudiate those members of Congress who had argued for more negotiation — the surrender lobby, one belligerent called them. Iraq would teach elected officials not to talk of negotiation in the future. Now, barely a year from the start of hostilities, the verdict is not quite so clear. With Saddam still in power and the establishment of President Bush's new world order yet to be proven, opinion polls suggest that a growing number of Americans now regard the war as only a partial success. Public awareness of the costs of war, as well as its seeming benefits, can only be to the good, but apostles of negotiation should be careful not to read such numbers as vindication of their views. Skepticism about war still must be matched by some well-founded confidence in its alternative.
