MEETING THE CHALLENGE OF TECHNOLOGY‐DRIVEN CHANGE WITHIN AN INSTITUTIONAL CONTEXT: THE GREEK CASE

Propelled by the driving forces of globalization and technology explosion, public institutions face the challenge of rapid and discontinuous change. Such change has come to undermine the relevance of traditional approaches on how an institution should be managed. We analyse a technology‐driven change effort, the implementation of an Integrated Information System (IIS), that unfolds within the boundaries of the institutional context of the Hellenic Parliament. The purpose of our research, which reports on a qualitative field study, is to explore and understand how the particularities of technology‐driven change on the one hand, and institutional change on the other, can be integrated, paying particular attention to how the different actors involved in the process interact and affect the unfolding of such a change effort. Our findings show that strong friction did indeed occur between old and new institutional factors, but that the key factor enabling the change effort to advance and finally gain legitimation was the encouragement and support in the institutional change process of opportunity‐based and emerging changes, as proposed by the technological change literature.     

ROLE STRESS, CUSTODY ORIENTATION, AND DISCIPLINARY ACTIONS

Shifting correctional philosophies and institutional policies concerning the handling and control of inmates have contributed to experiences of role stress among prison guards. The present study, based on questionnaire responses of 144 prison guards from a maximum security prison, suggests that role stress is resolved by an intensified commitment to the custodial role. A major consequence of this is a higher rate of disciplinary reports filed by the guards. Apparently, an increased custody orientation disposes guards to a pattern of closer surveillance and control of the inmate population. This study concludes with a discussion of the implications of our findings for guardinmate relationships and for the administration of justice in the prison setting.     

Community Participation and the Function of Rules: The Case of Urban Zoning Boards

Data from a case study of piecemeal zoning change suggest that the decisions of citizen zoning boards of appeal are neither lawless nor ineffective – the majority of requests that come before them are for bulk and dimension variances which typically do not threaten the land use status quo and are usually granted unless there is local opposition. When substantial changes of land use are involved two factors are influential in determining the outcome of zoning cases – the consistency or clash between the proposed land use and that of the neighborhood surrounding the site, particularly in single-family residential areas; and the expression of opinion (positive or negative) by the residents of the community.
Despite criticism of zoning boards as defective and illegitimate legal institutions and calls for their abolition, they remain popular and extremely resistant to change because they have come to play important dispute settling and community maintenance functions in the urban environment in addition to their explicit rule enforcement functions. These broader community functions of zoning can only be understood in terms of a participatory model of legal process where legal rules are understood as functioning to identify situations as much as they are norms to be enforced.
