This article suggests that the application of social marketing principles to the public policy process can facilitate the efforts of governmental policy-makers and non-governmental stakeholders to articulate their policy desires and to encourage the adoption and acceptance of particular environmental policies. A conceptual framework is presented, emphasizing both the influence of stakeholders on environmental policy development and the education of stakeholders as to the potential effects of the policy. The purpose of such a conceptualization is to show how social marketing principles can be applied to the public policy process in order to enhance the likelihood of successful policy development and implementation.  相似文献

Traditionally identification of forensically important insects has been carried out based upon morphological differences between species. However insect evidence found at a crime scene may on occasion be difficult to distinguish by morphological techniques and under these circumstances another method of accurate identification is required. This work utilises a cytochrome oxidase I partial mitochondrial gene region (COI) to distinguish the two of the main UK blowfly species -- Calliphora vicina (Robineau Desvoidy) and Calliphora vomitoria (Linnaeus) (Diptera:Calliphoridae). Seventeen interspecific differences in COI sequence were located. Use of the restriction enzyme SfcI on this gene region provides a simple method for distinguishing between C. vicina and C. vomitoria.  相似文献

The author autopsied a seven-month-old infant who was shocked repeatedly with a stun gun by his foster mother, in an attempt by the foster mother to get the infant to stop crying. The stun gun injuries were round, well-circumscribed, erythematous macular lesions, which were found in pairs. The lesions were 2 in. apart, and were found to match the distance between the electrodes of the stun gun found in the foster mother's purse. Based on the electrical output of the stun gun, the small size of the infant, location of stun gun discharge, and the decreased resistance of the infant's skin, it can be concluded that the stun gun injury is responsible for the infant's death.  相似文献

Contemporary decentralization discourse and recommended practice focus on political decentralization. However, experience with such devolution has often failed to produce the anticipated developmental returns. This has prompted reconsideration of managerial or administrative decentralization (deconcentration) as a vehicle for improving services and encouraging popular participation. A range of potential benefits is available from deconcentration. Cambodia has embarked on a cautious policy of decentralization involving weak devolution and deconcentration. But it is from deconcentration that the government expects the greatest developmental gains. Initial results are encouraging but difficulties confront the deconcentration experiment. These include the piecemeal nature of the initiative, unfamiliar financial management practices, deeply embedded patterns of hierarchy in society and state, and limited managerial capacity. Nevertheless, it appears that incremental deconcentration may offer a useful policy alternative for countries such as Cambodia which are engaged in slowly building the infrastructure of a modern state following debilitating internal conflict. Although mixed-member electoral systems offer an apparent opportunity to observe how different rules shape politicians’ behaviour, ‘contamination’ between the SMD and PR-list tiers has frequently confounded academic work. Investigating Scotland and Wales’ mixed-member legislatures by exploiting their different chamber sizes and an unusual dual candidacy prohibition in Wales, modelling of committee assignments uncovers a split finding. Controlling for membership of the lead governing party, list members have a higher committee workload than their constituency colleagues, and members with previous employment experience in justice and health are more likely to be assigned to the corresponding subject committee once elected. Elsewhere, expectations that members might seek assignments that best suit theorized re-election interests are not found. The hypothesized influence of electoral rules is strongly conditioned by the small size of the legislature in Wales.  相似文献

This article develops and tests a parliamentarian‐centred decision model of the collaboration between interest groups (IGs) and parliamentarians. We posit that parliamentarians face a trade‐off when deciding on IG ties that offer them either political (policy support and votes) or financial benefits (additional income). We theorise the balance in this trade‐off to be moderated by ideology and tenure because both introduce variations in IG ties’ utility across politicians. Using Swiss longitudinal data from 1985 to 2015 on 743 parliamentarians and their 5,431 IG board positions, we show that parliamentarians become more financial benefit‐seeking over time. This holds in particular if they belong to right‐leaning parties. We also find self‐imposed restrictions for new and left‐leaning parliamentarians on seeking financial benefits. This highlights that parliamentarians are responsive to their partisan constituents when building their IG tie portfolio.  相似文献
