Governments can intervene to a greater or lesser extent in managing the risks that citizens face. They can adopt a maximal intervention approach (e.g., COVID-19) or a hands-off approach (e.g., unemployment), effectively “responsibilizing” their citizens. To manage the cyber risk, governments publish cyber-related policies. This article examines the intervention stances the governments adopt in supporting individual citizens managing their personal cyber risk. The authors pinpoint the cyber-related responsibilities that several governments espouse, applying a “responsibilization” analysis. Those applying to citizens are identified, thereby revealing the governments' cyber-related intervention stances. The analysis reveals that most governments adopt a minimal cyber-related intervention stance in supporting their citizens. Given the increasing number of successful cyber attacks on individuals, it seems time for the consequences of this stance to be acknowledged and reconsidered. The authors argue that governments should support individual citizens more effectively in dealing with cyber threats. 相似文献

The Chinese practice of Marxist historical writing represents a dynamic interaction between nationalism and transnationalism. On the one hand, Chinese Marxists were attracted to the Soviet experience in applying Marxism to historical study, especially during the 1950s and the early 1960s, for the latter provided a seemingly much needed theoretical guidance. On the other hand, they attempted to circumscribe the Soviet influence in order to strike a balance between history and theory, the foreign and the indigenous, and the national and the transnational. In so doing, they turned their practice of Marxism into an interpretive, hermeneutic process, in which the temporal distance between the Marxist text and China's historical experience became recognized. 相似文献

Newly available geographical information from the Panel Study of Income Dynamics (PSID) is used to estimate a variety of relationships involving high-poverty metropolitan census tracts. The longitudinal data from the PSID show a great deal of geographical mobility even for persistently poor adults, with as many as one fourth of certain groups of these entering and leaving poor urban census tracts in a year. At the same time, solution of the transition matrices for various groups—whites and blacks of various income classes, in families with and without children, living in different types of census tracts—in the early 1980s shows the gradual emptying out of poor urban tracts, particularly of whites and blacks in families without children. As a consequence, despite the great degree of geographical “churning,” poor urban areas gradually become poorer, blacker, and the home of a larger share of black families with children. Some of these aggregate trends had been noticed by researchers comparing these areas in the 1970 and 1980 censuses; our more up-to-date results demonstrate the relationships between the micro and macro data. 相似文献

During the past decade, family violence has been increasingly reported and discussed by the mass media, as well as having become a subject of scholarly investigation in several academic disciplines. While there is an impressive number of empirical studies dealing with various aspects of family violence, they tend to focus on samples of the victims of such physical and sexual abuse. This paper seeks to supplement their findings by presenting a theoretical analysis of certain major sociocultural changes that have seriously weakened the moral standards that are the primary sociocultural deterrents of family and other interpersonal forms of violence. We examine congressional cue‐taking theory to determine its extent, conditionality, and various forms in the US Senate. Using a novel data‐collection technique (timed C‐SPAN footage), we focus on temporal dynamics via event history analysis. Examining the effects of senator characteristics across 16 votes from the 108th Congress, we find that committee leadership and seniority generally predict cue‐giving, while other types of characteristics predict cue‐giving on certain types of votes. Our results underscore the importance of considering the order and timing of voting when studying congressional behavior. 相似文献
