In the 1990s methamphetamine (meth) emerged as a significant drug problem in the United States. Along with more widespread meth use was a growing pattern of localized production of the drug in small-scale clandestine laboratories, creating public health issues beyond the drug’s direct harms to the health of users. Early efforts in analyzing aggregate patterns of meth lab production across communities suggest this phenomenon is different from other types of crime and drug problems, showing distinctive geographic patterns and different causal/etiological dynamics. This paper assesses the viability of public health outcomes as predictors of methamphetamine laboratory problems and compares them with traditional criminological predictors as explanations for aggregate patterns in meth lab problems across U.S. counties. It documents how local variations in meth production are different from other types of crime patterns and identifies whether geographic variations in local meth labs might be more effectively predicted and explained in public health terms. 相似文献

Recent attention to best practices has resulted in a complex array of terminology and a number of compendia of effective practices that may be daunting to public policy makers and administrators seeking solutions to important public problems. This study clarifies these distinctions and builds on them to create a decision tool that will help policy makers as they use best practice information in program adoption or development. Decision makers must know their goals in seeking out best practices. As they evaluate potential practices, they should consider not only the quality of available evidence of effectiveness but also the risk of harm to constituents and the cost per unit of benefit generated. The study applies the rubric to an emerging practice in support services for individuals with disabilities known as Cash and Counseling, demonstrating that the practice is low risk, cost neutral, and improves effectiveness and consumer satisfaction. The tool highlights the judgmental elements of concern in the decision process while providing a means to assess multiple decision dimensions in a coherent fashion. 相似文献

Although the profession of public affairs (PA) is increasingly important for organizations, relatively little is known about the range of competences PA professionals need. This article presents a qualitative study among 41 experienced Dutch PA professionals and practitioners, who were interviewed about the competences needed in regional and local PA. The results show that a combination of skills‐related, attitudinal, and knowledge‐related competences is needed. Skills‐related competences involve two broad domains: politics and communication. Attitudinal competences comprise the almost paradoxical qualities of authentic professionalism and flexibility. Knowledge‐related competences comprise political and communicative knowledge. These competences are used in a delicate process of swapping, depending on the situation of the very moment and the PA file at hand. Every competence may be of decisive importance. There is an unprecedented and pressing need for a major legislative public financial management reform in Somalia to bolster the technical and professional efforts of implementing a modern system of public financial management across the country. Currently, there is no independent auditing authority to enable citizens to access information on the use of public resources. Do citizens hold their representatives accountable for policy decisions, as commonly assumed in theories of legislative politics? Previous research has failed to yield clear evidence on this question for two reasons: measurement error arising from noncomparable indicators of legislators’ and constituents’ preferences and potential simultaneity between constituents’ beliefs about and approval of their representatives. Two new national surveys address the measurement problem directly by asking respondents how they would vote and how they think their representatives voted on key roll‐call votes. Using the actual votes, we can, in turn, construct instrumental variables that correct for simultaneity. We find that the American electorate responds strongly to substantive representation. (1) Nearly all respondents have preferences over important bills before Congress. (2) Most constituents hold beliefs about their legislators’ roll‐call votes that reflect both the legislators’ actual behavior and the parties’ policy reputations. A central theme of the literature on rising powers is that new aspirants to great power status pose a challenge to the underlying principles and norms that underpin the existing, Western-led order. However, in much of the literature, the nature and significance of rising powers for international order are imprecisely debated, in particular the concept and practice of ‘contestation’. In this article, we aim to establish a distinction between normative contestation and what can be thought of as ‘contestation over representation’: that is, contestation over who is setting and overseeing the rules of the game rather than the content of the rules themselves and the kind of order that they underpin. A substantial empirical literature exists on the consequences of local government reform programs. However, much less effort has been directed at examining how reform processes affect the outcomes of reform programs and little work has been invested in the comparative analysis of local government reform processes. To address this neglect in the literature, this article provides a comparative analysis of the contemporary municipal reform initiatives in the New South Wales and Victorian state local government systems. A distinct feature of contemporary international relations is the proliferation of multilateral monitoring regimes. Despite the significance of this for the study of international law and organization, little empirical evaluation of the effectiveness of multilateral monitoring exists. This article examines the effectiveness of the supervisory system of the International Labor Organization (ILO), widely recognized as the prototypical model for all multilateral monitoring regimes. I examine the speech acts and rule-practices of the ILO regime within a hermeneutic/constructivist framework. This yields a set of heuristic hypotheses reflective of the "logic" that guides regime interactions with its member states. This asserts that "shame" influences member states to comply and respond positively to regime obligations. To test this, I statistically generate global benchmarks. These consist of world and regional averages in the behavioral patterns of member states. Quantitative findings demonstrate recidivist patterns of deviance by "global pariahs" set against a statistical background consisting of large-scale normative conformity on the part of ILO member states but configured around some regional variations. My analysis contends that global benchmarking reduces the risks of member state defection from core international labor standards and thereby promotes monitoring by learning or discursive multilateralism. 相似文献
