Conducting Research on Counties in the 21st Century: A New Agenda and Database Considerations

Given local, regional, national, and global events of the last few years and the ever-increasing service roles and expectations of county governments, American counties warrant greater scholarly attention. To guide researchers, the research agenda published in this journal 15 years ago has been refined and expanded. This 11-point agenda includes fiscal capacity and responsibility; the role of structure, politics, and political participation; intergovernmental relations and networking; professionalism; service delivery; environmental issues; population changes; managing conflict and promoting integration; terrorism and security; information technology; and economic development. In addition, five database concerns and needs that pose significant challenges to researchers are identified and presented for consideration.     

Measuring Children's Suggestibility in Forensic Interviews

According to the scientific literature, childrens’ cognitive development is not complete until adolescence. Therefore, the problems inherent in children serving as witnesses are crucial. In preschool‐aged children, false memories may be identified because of misinformation and insight bias. Additionally, they are susceptible of suggestions. The aim of this study was to verify the levels of suggestibility in children between three and 5 years of age. Ninety‐two children were examined (44 male, 48 female; M = 4.5 years, SD = 9.62). We used the correlation coefficient (Pearson's r) and the averages variance by SPSS statistical program. The results concluded that: younger children are almost always more susceptible to suggestibility. The dimension of immediate recall was negatively correlates with that of total suggestibility (r = ?0.357 p < 0.001). Social compliance and source monitoring errors contribute to patterns of suggestibility, because older children shift their answers more often (r = 0.394 p < 0.001). Younger children change their answers more times (r = ?0.395 p < 0.001).     

Centralisation versus regionalisation: Designing the Sixth National Mental Health Plan

In response to the recent Productivity Commission report into mental health, the previous Federal Government announced its intention to produce a new national agreement that lays the platform for Australia's sixth national mental health plan. It has been recommended mental health move to a more regional model of governance and planning, away from a centralised, top-down approach, partly in response to broader reforms affecting health care, and partly in direct response to consistent inquiry evidence that the mental health system remains in crisis. The past 30 years of mental health planning have been centralised. Successive national plans set a broad framework, with real decisions about mental health funding and service allocation made in the health departments of our capital cities. Will the next plan sponsor or inhibit regionality in mental health planning? This paper assesses Australia's historical approach to health planning particularly as it affected mental health and the costs arising. In learning these lessons, we propose the necessary ingredients to facilitate a regional, innovative, and effective approach to decentralised planning, for better mental health outcomes. We cannot afford to replicate the failed planning approaches of the past.
