Housing affordability in the United States is generally operationalized using the ratio approach, with those allocating more than thirty percent of income to shelter costs considered to have housing affordability challenges. Alternative standards have been developed that focus on residual income, whether income remaining after housing expenditures is sufficient to meet non-housing needs. This study employs Los Angeles Family and Neighborhood Survey data to consider racial/ethnic, nativity and legal status differences in one residual income standard. Logistic regression analyses of housing-induced poverty focus on whether there are differences among five distinct groups: US born Latinos, Non-Hispanic Whites, and African Americans, authorized Latino immigrants, and unauthorized Latino immigrants. Results suggest that: (1) Latino natives are significantly more likely to be in housing-induced poverty than African Americans and Latino immigrants, and (2) unauthorized Latino immigrants are not more likely to experience the outcome than other groups. The present work extends previous research. First, the results provide additional evidence of the value of operationalizing housing affordability using a residual income standard. Alternatives to the ratio approach deserve more empirical attention from a wider range of scholars and policymakers interested in housing affordability. Second, housing scholarship to date generally differentiates among Latinos by ethnicity, nativity, and citizenship. The present study contributes to emerging research investigating heterogeneity among Latinos by nativity and legal status.  相似文献

Laypersons were asked to assume the role of investigators to explore judgments of what evidence is needed to make an arrest in a criminal investigation when an alibi witness is present. Participants were sensitive to the relationship between the alibi witness and the suspect and were more likely to believe an alibi provided by someone unrelated to the suspect, as evidenced by requests for more physical evidence against the suspect than when the alibi corroborator was a family member. In addition, when presented with contradictory evidence, the age of the alibi witness became an important consideration. Age alone did not impact perceptions of evidence adequacy; however, when an (adult) eyewitness provided testimony that contradicted a child alibi witness, participants demonstrated partiality towards believing the child as evidenced by (a) more requests for physical evidence to be convinced the child was wrong and to arrest the suspect and (b) higher ratings of alibi witness credibility. This effect was not seen when the eyewitness’s testimony contradicted an alibi provided by an adult. The results provide insight for investigators and legal counsel regarding the influence of varying types of alibi witness evidence.  相似文献

Probationers with co-occurring mental and substance abuse problems (PCPs) are both subject to considerable social control, and at high risk of probation failure. In this study, we screened 601 probationers for symptoms, interviewed 82 identified PCPs about their relationships, and then followed these PCPs for eight months to record treatment nonadherence and other probation violations. First, PCPs’ social networks were small, heavily comprised of professionals and opposing forces who engaged in risky behavior, and saturated with pressure to adhere to treatment. Second, the size and composition of PCPs’ social networks were more relevant to rule compliance than social support and undermining. Third, the quality of PCPs’ relationships was key: satisfying relationships with clinicians and, to a lesser extent, officers and the core network related to low perceived coercion, high treatment adherence, and low risk of future violations. In particular, having a likable clinician who engaged in participatory decision-making reduced the risk of violations. Implications for contextually sensitive risk reduction efforts are discussed.  相似文献

Large-scale surveys have shown elevated risk for many indicators of substance abuse among Native American and Mixed-Race adolescents compared to other minority groups in the United States. This study examined underlying contextual factors associated with substance abuse among a nationally representative sample of White, Native American, and Mixed-Race adolescents 12–17?years of age, using combined datasets from the National Survey on Drug Use and Health (NSDUH 2006–2009, N?=?46,675, 48.77?% female). Native American adolescents displayed the highest rate of past-month binge drinking and past-year illicit drug use (14.06 and 30.91?%, respectively). Results of a logistic regression that included seven predictors of social bonding, individual views of substance use, and delinquent peer affiliations showed that friendships with delinquent peers and negative views of substance use were associated significantly with both substance abuse outcomes among White and Mixed-Race adolescents and, to a lesser extent, Native American adolescents. The association of parental disapproval with binge drinking was stronger for White than for Native American adolescents. Greater attention to specific measures reflecting racial groups’ contextual and historical differences may be needed to delineate mechanisms that discourage substance abuse among at-risk minority adolescent populations.  相似文献

Abstract: For the most part, the considerable literature devoted to new public management and its subset, alternative service delivery, is enthusiastic about this dramatic shift in the role of government. The metaphor of governments steering and the private sector rowing is an appealing one that has captured the imagination of many public officials and private‐sector actors. Literature addressing this phenomenon tends to focus on defining the characteristics of various forms of government/private‐sector partnerships rather than on assessing the implications and results of actual examples. This paper attempts to complement the existing literature by examining six cases of public‐private partnerships, of both high and low profile ‐ the Confederation Bridge; the Charleswood Bridge; canarie ; rcmp /Disney; Highway 407; and Chrysler/University of Windsor. The higher profile (and more costly) ventures have placed heavy emphasis on confidentiality, which raises concerns about traditional public‐sector values such as accountability, democracy and neutrality. The conclusions of the article are mixed, but at the very least, they suggest the need for caution, vigilance and scepticism. Le gouvernement au gouvernail et le secteur privé aux avirons, voilà une métaphore qui a fait de nombreux adeptes parmi les hauts fonctionnaires comme chez les intervenants du secteur privé. Plutôt que d'évaluer les répercussions et les résultats d'exemples réels, les ouvrages sur ce sujet ont tendance à focaliser sur la définition des caractéristiques de divers types de partenariats entre le gouvernement et le secteur privé. Dans cet article, nous visons à complémenter ces ouvrages en analysant six partenariats public‐privé entrepris par divers paliers de gouvernement au cours des années 1990. La gamme des cas choisis est assez hétéroclite, certains étant très connus, d'autres moins: les ponts Confédération et Charleswood, CANARIE, GRC/Disney, l'Autoroute 407 et Chrysler/Université de Windsor. Les projets plus connus (et plus coûteux) ont fortement souligné leur caractère confidentiel, ce qui a mis en cause les valeurs traditionnelles du secteur public, telles l'imputabilité, la démocratic et la neutralité. This article examines the compatibility between performance improvement and compliance‐based accountability in the implementation of a new system of public health performance management in Ontario. Findings from this mixed‐method study show that only minor elements of performance improvement get incorporated into pre‐existing compliance‐based accountability structures, that reinforcement of accountability structures works to the detriment of performance improvement intentions, and that limiting managerial influence in developing performance measures and targets diminish the utility of information for improvement. The study concludes that achieving a better balance requires an alternative to top‐down decision making that goes beyond consultation to include partnership.  相似文献

This article explores the epistemological and strategic issues facing feminists embarking upon narrative explorations into women's experiences. It considers the implications for feminist epistemology of acknowledging women's participation in dominant ideologies about their social role. Focusing upon questions of women's agency, it asks how this `conforming knowledge' might complicate postmodernist feminist notions of resisting and reconstructing law's categorisation of `Woman'. It also represents an attempt to clarify, in advance of my own analysis of women's agency in abortion decision-making, why postmodern feminists might talk to women – the `subjects' of law's constructive power. It seeks additionally to open a discussion among a wider audience of feminists about what we might do with the information uncovered through listening to women's own stories in an area pronounced upon authoritatively by a multitude of discourses.
