This article is about the Shan opium-heroin problem which figures largely in many journalistic and academic accounts of political events in Burma, but which has, paradoxically, been neglected. Rather, it has been “hollywoodized” with images of “opium” armies, heroin “empires,” colorful drug “kings,” and warlord-princes, etc., to the extent that it has more or less become but a dramatic backdrop, an “exotic unknowable.” This article is a more mundane account of the opium-heroin phenomenon. I will deal with it from the economic-political perspective, with particular focus on the basic mechanism of the Shan opium-heroin industry. Specifically, I will deal with the actors involved and their role in what is the only viable and integrated (locally and internationally) industry to emerge from Burma in the over three decades of military rule. My contention, in sum, is that the Shan opium-heroin issue constitutes only a part of the regional and global informal complex of investment, trade, and profit, in which are involved a host of non-Shan actors, whose interests are primarily economic; that basically, it is a transnational/global agro-business, no different, in substance and dynamics, from any other lucrative agro-business; and that Shan peasants, and to some extent, rebel armies, cannot be in any way regarded as “winners” in, or the main beneficiaries of, the “illegal” and “unregulated” informal economy of investment, trade, and profit, that spans borders, regions, and oceans.  相似文献

Despite an increased focus on the benefits of participation in sport and physical activity for men in custody, little attention has been paid to its potential role in meeting the specific needs of female prisoners. Qualitative data from female offenders (n = 45) within the English prison estate illustrated that, despite low levels of participation, prison-based sport and physical activities have clear physical and psychological benefits and can be valuable in promoting desistance from crime. Institutional barriers to participation, such as in the provision of activities and the prison regime, coupled with gendered barriers, such as self-presentational and motivational concerns, are identified and explored. Findings are discussed in the context of existing policy and principles of best practice.  相似文献

With the recent tragedy at Sandy Hook Elementary in Newtown, CT, the public and the government are looking for solutions to school violence. The National Rifle Association (NRA), a Second Amendment, pro-gun advocacy group, has proposed an “education and training emergency response program” called The National School Shield, which advocates the placement of armed security in schools. Although the program sounds provocative, serious questions complicate its plausibility, necessity, motive, and effectiveness. Furthermore, the potential policy and practical ramifications of encouraging armed security forces in U.S. schools are complex. The authors examined the proposal’s key elements from a public policy perspective and determined that the NRA program would be expensive in terms of both implementation and civil and/or criminal liability, would increase juvenile contact with the criminal justice system, would increase the potential for injuries and deaths from firearms, and would potentially only serve to increase profits for those invested in security industries. More potentially effective and safe policy alternatives are offered.  相似文献

Justice systems around the world are increasingly turning to videoconferencing as a means to reduce delays and reduce costs in legal processes. This preliminary research examined whether interviewing a witness remotely – without physical co-presence of the witness and interviewer – could facilitate the production of quality facial composite sketches of suspects. In Study 1, 42 adults briefly viewed a photograph of a face. The next day they participated in Cognitive Interviews with a forensic artist, conducted either face-to-face or remotely via videoconference. In Study 2, 20 adults participated in videoconferenced interviews, and we manipulated the method by which they viewed the developing sketch. In both studies, independent groups of volunteers rated the likeness of the composites to the original photographs. The data suggest that remote interviews elicited effective composites; however, in Study 1 these composites were considered poorer matches to the photographs than were those produced in face-to-face interviews. The differences were small, but significant. Participants perceived several disadvantages to remote interviewing, but also several advantages including less pressure and better concentration. The results of Study 2 suggested that different sketch presentation methods offered different benefits. We propose that remote interviewing could be a useful tool for investigators in certain circumstances.  相似文献

Does asking about the general event before asking about a specific instance help children to report details of a particular instance of a repeated event that was different from the others? Six- to eight-year-old children either experienced or heard stories about a magic show. An equal number of children had one, four, or six similar experiences. One week later, half of the children were asked to describe what happens during the magic shows and then what happened during the target experience and half were asked what happened followed by what happens. Following free recall, all children were asked cued recall questions about the target instance. Memory reports were more complete when the general prompt was administered first than when it was administered second. Implications for the forensic interviewing of children who allege repeated abuse are discussed.  相似文献
