The question of why individuals vote, the so-called “paradox of voting”, has been a crucial debate within political science, conceived deductively as an interaction between costs, benefits, and, as some argue, duties. This article situates the question of why individuals vote within the context of extra-territorial elections, focusing on how and why those who acquire citizenship kin-states participate in kin-state elections following citizenship acquisition, while continuing to reside outside of the kin-state. The article uses the case of newly acquired Romanian citizens in Moldova, who have never resided in nor intend to reside in Romania, to unpack whether, how, and why individuals acquiring Romanian citizenship in Moldova vote in Romanian elections. The article uses an interpretive and inductive approach to explore from the bottom up both the experiences of and motivations for political participation of extra-territorial citizens. The article finds, unexpectedly, how those acquiring Romanian citizenship in Moldova are motivated by a duty to participate. Overall, the article argues for a relational and reciprocal understanding of citizenship and voting, which focuses on the relationship between the kin-state, facilitating citizenship as a right, and the kin-citizen, performing their duty to vote. 相似文献

Anthropological examination of defleshed bones is the gold standard for osteological measurement in forensic practice. However, multi-detector computed tomography (MDCT) offers the opportunity of three-dimensional imaging of skeletal elements, allowing measurement of bones in any plane without defleshing. We present our experiences of the examination of 15 human lower limbs in different states of decomposition using MDCT. We present our method of imaging and radiological measurement of the bones including sex assessment. The radiological measurements were undertaken by three professional groups--anthropology, radiology, and forensic pathology--both at the site of scanning and at a remote site. The results were compared to anthropological oestological assessment of the defleshed bones. We discuss the limitations of this technique and the potential applications of our observations. We introduce the concept of remote radiological anthropological measurement of bones, so-called tele-anthro-radiology and the role that this could play in providing the facility for standardization of protocols, international peer review and quality assurance schemes. 相似文献

Assertions have been made about the immortality of public‐sector organizations and the need for higher rates of termination of public‐sector organizations. Research on the American federal government argued that such organizations had mortality rates lower than private‐sector organizations. Better research demonstrated that the mortality of public‐sector organizations has occurred at the highest rates observed in the private sector, where rates could be expected to be high because most organizations were very small. Mostly large public‐sector organizations were examined in the U.S. – they should have had low mortality rates. What is the situation in Canada? How does Canadian survival of public‐sector organizations compare to that in other sectors and other countries? This article compares the survival and mortality rates of Canadian public‐sector organizations to those of the private sector and the non‐profit sector. It also compares Canadian public‐sector organizations to those in Ireland and the U.S., finding that Canadian federal organizations have not been immortal and that their mortality rates are among the highest detected. This paper demonstrates the use of an in-class simulation to model negotiations in the European Council. Simulations are an increasingly popular way to teach the complex processes of policymaking and negotiations in the European Union (EU) where institutional procedures are difficult to understand and where intergovernmental and supranational issues often conflict. Advocates of active learning promote simulations to get students more involved and to reach an increasingly diverse student body. The simulation presented here has three separate sessions, each covering a different issue and lasting for a week (two class days) each. Modeling the European Council allows students to experience the intergovernmental side of policy decisions in the European Union while at the same time learning about the issues facing EU policymakers. It is a useful tool for teaching about the EU presidency and a worthwhile exercise for studying the national aspects of European integration. Student surveys indicate that students process the information they gain by role-playing better than information they receive in the traditional classroom. A simulation of the European Council gives students a base for understanding issues of European integration and can serve as a springboard for further study of EU institutions. 相似文献

A framework for understanding Islamic State of Iraq and al-Sham (ISIS)'s apocalyptic theology as an internal strategy to “coercively radicalize” its captive subjects is presented, by comparison to the Lord's Resistance Army (LRA), which shares key stages of captive indoctrination with ISIS. A violent experience of “entry,” religious rules learned in an “assimilation” process, and millenarian “grand narratives” framing violence as purification, are examined. These stages construct an image of group leaders as divinely endowed with spiritual knowledge and access (i.e., charismatic authority).
