Law enforcement personnel (LEP) use a variety of tactics to perform their job duties. Although LEP often receive specialized training to work with ethnocultural minorities and are sometimes trained to work with lesbian, gay, bisexual, transgender, and queer (LGBTQ) citizens, a clear articulation of LGBTQ-affirming police tactics has not yet been established. Using qualitative content analysis and a multiple case study approach, this project identified a variety of tactics generated by LEP in written surveys and group discussion of scenarios involving LGBTQ citizens. Results showed that across all scenarios, LEP were able to generate LGBTQ-affirming tactics, including both typical police procedures, as well as approaches specific to LGBTQ citizens. Non LGBTQ-affirming tactics typically reflected reluctance to adapt general procedures to meet the needs of LGBTQ citizens. The results of this study support the use of group-based scenario training to help LEP identify and adopt LGBTQ-affirming approaches. This study is significant because it represents a first step toward identifying best practices for LGBTQ-affirming police tactics.  相似文献

Research has shown that the occurrence of crime is based on multiple factors including a variety of geographical characteristics. Previous researchers have suggested that the environmental feature of the interstate system has an influence on crime. For this study, we test for a relationship between interstate presence and robbery at the county-level in Georgia. Additionally, we test whether or not urban/rural differences affect this relationship. Findings are consistent with previous research showing that the number of interstate exits in a county significantly increases crime; in this case the robbery rate.  相似文献

The purpose of this paper is to explore the utility of conceptualising policy institutions as neo-institutional spaces. The goal of this paper is to promote a more collaborative policy-making process that recognises the importance of cultivating and articulating shared spatial interests between policy actors. To facilitate a more collaborative process, the paper applies the principles of Lefebvre's triad to understand the internal and external policy geographies that inform government decision-making and promote the stability or instability of policy sub-systems. The utility of the proposed approach is examined within the context of two proposed scenarios. The paper concludes that a new policy geography might be effectively used to promote the overall political viability of policy sub-systems.  相似文献

Using results from a 2010 survey conducted in the Republic of Buryatia, this paper compares the responses of Russians and Buryats on questions of religious practice and belief, as well as the role of religion and religious organizations in the political sphere of contemporary Russia. Buryats more commonly identify with a religion and more frequently attend religious services in comparison to Russians living in the republic. There is greater consonance between the two groups on the public role of religion, with both Russians and Buryats generally supportive of the recent extension of religious education into schools and the creation of national holidays for all traditional religions, among other issues.  相似文献

Instances of discontent within colonial military establishments in Africa have largely been ignored by historians of colonial Africa. The heavy focus on the incidence of coups in the historiography has helped to obscure the privations suffered by African soldiers in colonial armies. Using the Sierra Leone experience, this study draws on hitherto untapped archival material to examine the complex causes of the “Gunners' Mutiny” of January 1939. While showing that the causes of mutinies could be significantly nuanced, the study helps to bridge a vital gap in Sierra Leone's history.  相似文献

Abstract

Since emerging in the USA during the 1990s, the multi-agency task force has become the preferred organizational structure for enforcing human trafficking laws and providing assistance to victims. These task forces often work across county lines and typically include law enforcement agencies, as well as social service and non-governmental organizations. The effect of collaborations with other types of agencies on law enforcement’s human trafficking arrests is unknown. County-level arrest data for human trafficking first became available through the Federal Bureau of Investigation in 2014. In this paper, we present findings from county-level analyses with human trafficking arrests in the State of Florida as the dependent variable. Independent variables include the presence of a task force, sociodemographic characteristics, tourism measures, and police officers per capita. The strongest predictor of human trafficking arrests is the presence of a task force.  相似文献

In an era of fiscal constraints and increased accountability for social service programs, having a centralized and efficient infrastructure is critical. A well-functioning infrastructure helps a state reduce duplication of services, creates economies of scale, coordinates resources, supports high-quality site development and promotes the self-sufficiency and growth of community-based programs. Throughout the Healthy Families America home visitation network, both program growth and contraction have been managed by in-state collaborations, referred to as "state systems." This article explores the research base that supports the rationale for implementing state systems, describes the evolution of state systems for Healthy Families America, and discusses the benefits, challenges and lessons learned of utilizing a systems approach.  相似文献

Viewing Constance Maynard's unwieldy life-writings within the tradition of spiritual autobiography reveals many of the irresolvable tensions with which she wrestled. Although she chose to see her public role as spearheading a crusade against modern rationalism, her inner life was as much concerned with the struggle to repudiate her parents’ ascetic Evangelical piety in favour of a more emotionally intense spirituality. Her conviction of conversion's centrality fostered a sense of mission which bolstered a sense of her own exceptionality as a ‘prophet’ chosen by God. This in turn nourished her belief that she was justified in exempting herself from the roles and relationships conventionally assigned to her gender, by pursuing same-sex desire and sexless motherhood.  相似文献
