If candidates do not state clear issue positions, then voters cannot anticipate how the candidates will govern if elected nor hold candidates accountable for breaking campaign pledges. Yet, previous research argues electoral incentives lead candidates to avoid discussing the key issues of the day. Even though silence on issues is the modal campaign strategy, this paper argues that candidates systematically make clear issue statements on occasion. We identify three variables that predict whether a candidate will address an issue and the clarity of the candidate’s stance on that issue: (i) the public salience of an issue; (ii) ideological congruence between candidate and district; and (iii) candidate quality. This argument is tested using data on candidate position-taking regarding the Iraq War and gay marriage collected from the campaign websites of U.S. House candidates in 2006 and 2008. 相似文献

Local officials in the emergency management field have reached out and increased their connections with other agencies and organizations during the past several years. Collaborative networks have been created in an effort to address the complexities and uncertainties surrounding extreme events. But has this collaboration really taken root? In this article, the authors find that although a collaborative ethos has penetrated local emergency management, it is neither deep nor uniform. Data from a survey of emergency managers in North Carolina counties show that maintaining a functional network—a performance regime in which participants develop consistent management practices and rely on each other for the generation of new ideas—is a difficult task. This contribution to the ongoing Brexit discussions addresses topical legal and regulatory issues in the post-Brexit policy debate, especially the questions surrounding the important area of financial governance and dispute resolution. Specifically, a number of future UK/EU legal disputes with respect to financial services may emerge post-Brexit. The article examines the UK's track record at the Court of Justice of the European Union, and discusses some likely future challenges. It then considers which institutional framework should be used for resolving disagreements. The article assesses the strengths and weaknesses of three potential models (the proposed Swiss/EU institutional framework; the EFTA ‘docking’ option; and the WTO system) and provides an original cross-model evaluation. AbstractThere is increased commitment to the participation and self-representation of people with lived experiences as refugees and asylum seekers in advocacy, especially at international, high-level events. However, we know very little about what opportunities and challenges such processes present. This paper reports on findings from a research project on youth participation and self-representation at the United Nations High Commissioner for Refugees (UNHCR) in collaboration with two young women and two young men from refugee backgrounds who live in Australia. Abstract This article challenges the notion that volunteer and government supported social services are in some sort of fundamental opposition. The problem arises when volunteerism is proposed as a substitute for state action in the arena of social welfare. Seeking to justify recent cutbacks in federal monies for social services, the Presidents’ Summit deliberately avoided this issue. AbstractScandinavian countries are known for their universalistic welfare states, corporatist coordination, strong economic performances and egalitarian outcomes, an institutional combination often referred to as the ‘Nordic model’. However, these countries also possess volatile and increasingly vulnerable housing markets characterised by periods of sharp increases in prices and rents and some of the highest debt to income ratios in the world. The combination of a universalistic welfare state and housing market dynamics sets off a self-reinforcing process of increased stratification and re-familialisation. How did these orderly, egalitarian and welfare-oriented societies end up with housing markets that expose their citizens to increasing risk while driving inequality? The key lies in the effect the Nordic welfare state has on financialised housing markets. Successful decommodification of human lives leads to generalised creditworthiness which stimulates asset price inflation and new wealth and risk inequalities. 相似文献
