Research on social movement outcomes focuses on the publicly visible stages of government policymaking. It rarely opens the black box of government's translation of movement demands beyond the agenda‐setting stage and before their materialization into legislative bills. Using a bureaucratic politics perspective, we suggest that bureaucrats play a central role in translating movement agendas into concrete problems and policy solutions, which they tend to link with their bureaus' missions and existing programs. We further suggest that relative consensus among bureaucrats when coupled with politicians' disinclination to intervene in the translation process tends to advantage conservative interpretations of movement agendas. Conversely, interbureau confrontation and political intervention are associated with more radical policy responses. Empirically, we examine the responses of the Israeli government to the large‐scale mobilization, in 2011, surrounding the rising costs of housing and living. This is particularly the case with the region's past and present interest group systems as virtually no research is available on the subject. With this in mind, this article provides basic background on the region and its fledgling interest group system as a foundation for approaching the analysis in the 7 country articles that follow. This study uses a real national crisis, South Korea's 2014 Sewol ferry disaster, to examine how publics exposed to partisan media perceive the attribution of crisis responsibility and government trust differently. The study also investigates the mediating role of the attribution of crisis responsibility on the relationship between partisan media and government trust. The results demonstrate that citizens' partisan selective exposure influence their polarized perceptions of crisis responsibility and their trust in government. The attribution of crisis responsibility partially mediated the effects of partisan media on government trust. This study suggests the importance for government public relations to understand partisan media users so that public relations managers can engage and communicate effectively with all citizens during a national crisis. 相似文献

Corruption is a relatively neglected topic in studies of regulatory agencies. The label is applied to a wide range of deviations from behavioral standards ultimately derived from Weber's account of the ideals of Prussian bureaucracy. This paper draws on a study of the work of Saudi Food Inspectors to argue that it is unhelpful to reduce a complex phenomenon to simple allegations of malpractice that can be managed by disciplinary sanctions. Our data show that irregular behavior by street‐level agents may be deeply embedded in the expectations that members of a society have of one another. It is less a matter of personal gain than of maintaining one's recognition as a fellow citizen. Such behavior is not easily changed through sanctions directed at individual inspectors. Our study does not exclude the possibility that irregular behavior can be motivated by personal gain, and properly managed by criminal or similar penalties. However, it does propose that research should be more sensitive to the contexts within which irregular behavior occurs rather than treating “corruption” as a uniform and homogenous phenomenon. 相似文献

Global brands remain under increasing pressure to ensure labor standards and codes of conduct are met by their suppliers. Little is known about how this is addressed by lower tier suppliers. We investigate whether, and how, occupational health and safety standards permeate down the computer industry value chain. We compare first and second tier suppliers' engagement with a private voluntary industry code, the Electronic Industry Code of Conduct, and the publicly regulated European Union Directive on the Restriction of Hazardous Substances. We find the industry code absent at the lower tier, yet second tier suppliers do implement the European Union Directive. This is achieved without support from public agencies or global value chain linkages. Our findings question the emphasis placed on chain governance in studies of labor compliance in global value chains, and suggest that alternative and complementary approaches may be required for effective labor compliance throughout the value chain. 相似文献

For a long time, criminologists have contended that neighborhoods are important determinants of how individuals perceive their risk of criminal victimization. Yet, despite the theoretical importance and policy relevance of these claims, the empirical evidence base is surprisingly thin and inconsistent. Drawing on data from a national probability sample of individuals, linked to independent measures of neighborhood demographic characteristics, visual signs of physical disorder, and reported crime, we test four hypotheses about the mechanisms through which neighborhoods influence fear of crime. Our large sample size, analytical approach, and the independence of our empirical measures enable us to overcome some of the limitations that have hampered much previous research into this question. We find that neighborhood structural characteristics, visual signs of disorder, and recorded crime all have direct and independent effects on individual‐level fear of crime. Additionally, we demonstrate that individual differences in fear of crime are strongly moderated by neighborhood socioeconomic characteristics; between‐group differences in expressed fear of crime are both exacerbated and ameliorated by the characteristics of the areas in which people live. 相似文献

Surgically implanted devices have become increasingly common in modern skeletal material. Therefore, having the knowledge of the variety of implanted orthopedic devices, their manufacturer, and where to find and how to use identifying numbers in such implants can assist in the identification process when traditional methods are not applicable. Orthopedic device manufacturers are required by the Safe Medical Devices Act of 1990 and the FDA Modernization Act of 1997 to track permanently implanted devices. Manufacturer information on orthopedic devices associates the orthopedic surgeon who implanted the device with the patient. By providing a current list of the most common orthopedic device manufacturers in the U.S.A. and the associated contact information, investigators will have updated tools for the individuation process. Despite numerous complicating factors regarding how device data are tracked, the information presented here can assist forensic professionals with obtaining presumptive and/or positive identifications. 相似文献

For comparative glass examinations, the refractive indices (RIs) of recovered glass fragments are often compared to a test interval defined by measurements from a broken glass object. RI measurements from five modern float glasses were used via resampling to assess the frequencies of false exclusion errors for eight test criteria as functions of the number of measurements. The test criteria were based on ranges, fixed intervals, and multiples of standard deviations of the known source measurements. The observed error rates for the eight tests studied are between zero and c. 35%, depending upon the match criteria, the number of measurements, and the RI distribution for a glass source. The results of this study can be used to predict the false exclusion rate for a test criterion under a given set of conditions or to select test criteria that result in a desired error rate for these typical sheet glasses. 相似文献
