Objectives

To test, under randomized field trial conditions, the impact of police using the principles of procedural justice during routine encounters with citizens on attitudes towards drink-driving, perceptions of compliance, and their satisfaction with the police.

Methods

We conducted the first randomized field trial??the ??Queensland Community Engagement Trial?? (QCET)??to test the impact of police engaging with citizens by operationalizing the key ingredients of procedural justice (neutrality, citizen participation, respect, and trustworthy motives) in a short, high-volume police?Ccitizen encounter. We randomly allocated 60 roadside Random Breath Testing (RBT) operations to control (business-as-usual) and experimental (procedural justice) conditions. Driver surveys were used to measure the key outcomes: attitudes towards drinking and driving, satisfaction with police and perceptions of compliance.

Results

Citizen perceptions of the encounter revealed that the experimental treatment was delivered as planned. We also found significant differences between the experimental and control groups on all key outcome measures: drivers who received the experimental RBT encounter were 1.24 times more likely to report that their views on drinking and driving had changed than the control group; experimental respondents reported small but higher levels of compliance (d?=?.07) and satisfaction (d?=?.18) with police during the encounter than did their control group counterparts.

Conclusions

Our results show that the way citizens perceive the police can be influenced by the way in which police interact with citizens during routine encounters, and demonstrate the positive benefits of police using the principles of procedural justice. Our study was limited by the use of paper-only surveys and low response rate. We also recognize that the experiment setting (RBT road blocks) is limiting and non-reflective of the wider set of routine police?Ccitizen encounters. Future research should be undertaken, using experimental methods, to replicate our field operationalization of procedural justice in different types of police?Ccitizen encounters.  相似文献

In this review article, Robert Netting's book, Smallholders, Householders. Farm Families and the Ecology of Intensive Sustainable Agriculture ‐ the product of a lifetime of study and fieldwork by an American anthropologist, schooled in cultural ecology ‐ is considered. The book, which is essentially about adaptations to population increase in different ecological contexts, is dedicated to the defence of smallholders against both Right and Left. It is seen as having some several excellent qualities, not least the relevance of its central stress on ecology. But it is criticised, inter alia, for its attempt to explain land tenure by land use rather than social struggle. The absence of any awareness of Narodnik ecological thought on the peasantry is noted.

Abstract: Recent neuroimaging studies investigating the neural correlates of deception among healthy people, have raised the possibility that such methods may eventually be applied during legal proceedings. Were this so, who would volunteer to be scanned? We report a “natural experiment” casting some light upon this question. Following broadcast of a television series describing our team’s investigative neuroimaging of deception in 2007, we received unsolicited (public) correspondence for 12 months. Using a customized template to examine this material, three independent assessors unanimously rated 30 of an initial 56 communications as unequivocally constituting requests for a “scan” (to demonstrate their author’s “innocence”). Compared with the rest, these index communications were more likely to originate from incarcerated males, who were also more likely to engage in further correspondence. Hence, in conclusion, if neuroimaging were to become an acceptable means of demonstrating innocence then incarcerated males may well constitute those volunteering for such investigation.  相似文献

Summary

Alexander I and Representative Government

This analysis of the attitudes of Alexander I towards representative government is based on fifty years of work on Russian political history, and in particular on a study of the international organization of the post‐Napoleonic peace and, more recently, the reign of Alexander I.

In the light of recent events in Russia, this essay suggests some obvious comparisons between Alexander I and Gorbachev. Both wanted to liberalize the government of their empire without damaging the legitimacy of the new institutions to be created with respect to the existing regime. Both were thrown out of power, the former to put a stop to reforms, the latter to speed them up, at the risk of destroying the legitimacy of the central authority over the various parts of the empire.  相似文献
