The Double Entendre of Juvenile Prostitution: Victim versus Delinquent and the Necessity of State Uniformity

Under the federal Trafficking Victims Protection Act (TVPA), minors performing commercial sex acts are deemed victims of human trafficking; however, prosecutors and judges continue to charge and adjudicate minors as prostitution offenders rather than as sexually exploited youth. To stop the perpetuation and victimization of sexually exploited children, states must join the movement in reform to match the standards of the TVPA. The federal law presumes that minors charged with prostitution are victims rather than criminals and are in need of specialized social services. To protect victims of sex trafficking, states should pass legislation in line with the TVPA, creating a presumption of immunity for all prostituted minors.     

Gentrification and Fair Housing: Does Gentrification Further Integration?

ABSTRACT

On the 50th anniversary of the Fair Housing Act, long-time residents of cities across the country feel increasingly anxious that they will be priced out of their homes and communities, as growing numbers of higher-income, college-educated households opt for downtown neighborhoods. These fears are particularly acute among black and Latino residents. Yet when looking through the lens of fair housing, gentrification also offers a potential opportunity, as the moves that higher-income, white households make into predominantly minority, lower-income neighborhoods are moves that help to integrate those neighborhoods, at least in the near term. We explore the long-term trajectory of predominantly minority, low-income neighborhoods that gentrified over the 1980s and 1990s. On average, these neighborhoods experienced little racial change while they gentrified, but a significant minority became racially integrated during the decade of gentrification, and over the longer term, many of these neighborhoods remained racially stable. That said, some gentrifying neighborhoods that were predominantly minority in 1980 appeared to be on the path to becoming predominantly white. Policies, such as investments in place-based, subsidized housing, are needed in many gentrifying neighborhoods to ensure racial and economic diversity over the longer term.     

‘A sort of Rathmines version of a Dior design’: Maeve Brennan,Self-Fashioning and the Uses of Style

This article explores the politics of style in the writing of Maeve Brennan. Brennan's concern with style, subjectivity and power is strikingly visible in her short stories and ‘Talk of the Town’ essays for the New Yorker. While in some of her short stories published in the New Yorker in the 1950s, Brennan seems to offer an extended critique of dandyism, elsewhere in her writing self-fashioning takes on an altogether more positive value and is steeped in the political as well as literary commitments of her work. The article argues that Brennan's interest in the politics of style, both personally and in her writing, is informed by the different strategies she deployed as an Irish woman writer establishing her place amongst a New York literary elite in the mid twentieth century.     

“Dynamite bombs of New York manufacture”: the terrorist perspective in the Stevensons,Greer and James

This article examines the first three literary reactions to Fenian terrorism: Robert Louis Stevenson and Fanny van de Grift Stevenson’s co-written novel, The Dynamiter (1885); Tom Greer’s A Modern Daedalus (1885) and Henry James’ The Princess Casamassima (1886). Although these works approach terrorism from different angles, they set the pattern for subsequent treatments that will “give primary voice to the perspective of the terrorist”. “Zero”, the hapless bomb-makers in The Dynamiter, is a surprisingly urbane, sympathetic figure; Greer illustrates both the necessity and the moral quandaries of terrorism and James shows considerable sympathy for anarchism’s causes, even though terrorism threatens high art and culture. I also hope to show that fiction can provide excellent source material for studying the cultural imaginary of terrorism and, by extension, make a bid for the inclusion of literature scholars under the umbrella of Critical Terrorism Studies.     

From Balcony to Barricade: Nationalism and Popular Mobilisation in Georgia,Ukraine, and Russia

This article examines the dynamics of popular mobilisation in autocratic post-communist regimes, focusing on how opposition groups manoeuvre around cultural and structural constraints to inspire ordinary citizens to join street protests, despite the real dangers associated with political action. Using evidence from original interviews with activists in Georgia, Ukraine, and Russia, the article analyses the comparative challenges facing Russian activists in constructing new collective identities for the people they hope will become their followers, through the use of an inclusive, civic nationalism and a narrative that links action in the present to an ongoing, shared historical process.     

Organising Response to Extreme Emergencies: The Victorian Bushfires of 2009

How can people and organisations best respond to emergency events that are significantly beyond the boundaries of what they had generally anticipated, expected, prepared for – or even imagined? What forms of organisations are likely to be best able to cope with such events – and what procedures and practices will aid in their ability to do so? Obviously, extreme events – events that are in scope or scale or type beyond the range of our ordinary experience and expectations – by definition will occur only relatively rarely (and very rarely to any given emergency organisation). Nonetheless, when they do occur they tend to be of defining importance to the people and institutions that are thrust into them and that must find their way through them. September 11, 2001 in Manhattan and at the Pentagon in Arlington, Virginia; the Indian Ocean Tsunami in 2004; Hurricane Katrina on the Gulf Coast of the United States (US) in 2005; major earthquakes like the ones in Pakistan in 2005, Wenchuan in 2008, Haiti in 2010, Chile in 2010, and Christchurch in 2010 – these and other catastrophic events catapult people and response agencies into a new, unfamiliar, and largely unexplored dimension.
