Abstract This article examines the impact of New York City's Ten‐Year Plan on the sale prices of homes in surrounding neighborhoods. Beginning in the mid‐1980s, New York City invested $5.1 billion in constructing or rehabilitating over 180,000 units of housing in many of the city's most distressed neighborhoods. One of the main purposes was to spur neighborhood revitalization. In this article, we describe the origins of the Ten‐Year Plan, as well as the various programs the city used to implement it, and estimate whether housing built or rehabilitated under the Ten‐Year Plan affected the prices of nearby homes. The prices of homes within 500 feet of Ten‐Year Plan units rose relative to those located beyond 500 feet, but still within the same census tract. These findings are consistent with the proposition that well‐planned project‐based housing programs can generate positive spillover effects and contribute to efforts to revitalize inner‐city neighborhoods. 相似文献

Abstract A comprehensive typology of homeless families would help us understand how to provide services and supports appropriate to particular subgroups. In their attempt to establish such a typology, Culhane and his colleagues employ administrative data sets to correlate shelter use with behavioral indicators. These data sets are limited in that they fail to incorporate the complex, intense, and sometimes traumatic experiences that characterize the lives of homeless families, causing this study to fall short of what is required to create an accurate typology. Among the areas overlooked by this approach are the high levels of traumatic stress and violence in the lives of homeless families, children's needs, and the interactions between parents and children. When only limited research is available, there is a danger that even modest findings will be used to support broad policy directions. Further research is needed to arrive at a defensible typology. 相似文献

ABSTRACT This research tests the direct effects of civil service structure on perceptions of corruption. Numerous studies suggest a relationship between civil service structure and corruption, but few test this link. It is hypothesized that corruption depends on the presence or absence of civil service policies, including job duties, tenure and security provisions, discipline policy, and rules on rewards and bargaining rights; the impact of government wages, per capita GDP, and democratization on corruption is also assessed. These hypotheses are tested using World Bank data for Organization for Economic Cooperation and Development (OECD) and central and eastern European countries. No statistically significant relationships between civil service structure and corruption are found; however, occasional evidence that corruption is higher in countries with higher total government wage bills was obtained. Results additionally indicate that corruption is lower in countries with higher GDP. While the conclusions presented here are largely exploratory, there is a distinct lack of evidence indicating a relationship between civil service systems and public perceptions of corruption. 相似文献

The theme of ‘democratic legitimacy’ and the way it affects the institutions and development of the European Community is a recurrent one both in the literature on Western European integration and especially in debates amongst European politicians and parliamentarians. This article examines the theme within the context of the direct elections to be held to the European Parliament in 1979. It is argued that the European Parliament has certain legitimacy problems which stem from the nature of its authority, intelligibility, visibility, and the way in which it acts as the European Community's ‘grand forum’. The holding of European elections will not in themselves overcome these problems, and a number of suggestions are offered as to how the European Parliament and the European Community can achieve democratic legitimacy.1 相似文献

Abstract This article focuses on the phenomenon of South Moluccan terrorism in the Netherlands. Beginning with a historical examination of the colonial relationship between the Netherlands and Indonesia, attention is then given to the circumstances in which some 21,000 South Moluccans came to the Netherlands in the early 1950s, and the social, economic, and political conditions of the South Moluccan community in Holland since then. Then follows a detailed examination of the main incidents of South Moluccan terrorism in the Netherlands which climaxed in a series of violent incidents against Dutch and Indonesian targets in the mid‐1970s. Special attention is placed on the ways in which successive Dutch governments have responded to the various outbreaks of terrorism, as well as to the effects of this terrorism on public opinion. The article then shows what effects South Moluccan terrorism has had on the policies of Dutch and Indonesian governments; on national and international public opinion; on the South Moluccans in the Moluccas; and on the international terrorist community. The paper concludes that the focus of South Moluccan terrorism in the Netherlands is likely to shift from attempts to secure an independent homeland for their people to closer contacts with other terrorist groups espousing anti‐colonial, anti‐imperialist, and nationalist ideals. 相似文献

Abstract This article considers two approaches to ethical decision-making on the issue of reporting on human immunodeficiency virus/Acquired Immune Deficiency Syndrome (HIV/AIDS)-related deaths in the popular media. The conflict between cultural values and the public interest is explored via the ethical approaches of communitarianism and utilitarianism. For quite some time parliaments were seen as the losers of European integration. As a reaction, several parliaments have sought to exert more control over the executive branch in EU decision-making. An alternative venue for ‘clawing back’ these lost powers is by influencing the domestic transposition of EU policies. Surprisingly, this opportunity for greater parliamentary involvement has not received much scholarly attention. Under what conditions do the parties in parliament engage in ex post scrutiny over transposition? To shed light on this question, this article provides a detailed study of scrutiny by the Dutch parliament over the transposition of two social policy directives, investigating four hypotheses regarding vote-seeking, policy-seeking and office-seeking incentives for parliamentary oversight. The analysis shows that the ex post scrutiny that takes place can mostly be summarised as low-profile scrutiny aimed at information-gathering and position-taking, especially by opposition parties. 相似文献

Using results from a large Norwegian follow-up study of former adolescent psychiatric in-patients we have traced the progression from mental disorders requiring hospitalisation in adolescence to registered criminal behaviour in adulthood, particularly highlighting gender differences. A nationwide representative sample of 1095 adolescent psychiatric inpatients (46% females) was followed up 15–33 years after admission to the National Centre for Child and Adolescent Psychiatry in Oslo, Norway. In adolescence 45% fulfilled the DSM-IV criteria for a disruptive behaviour disorder. At follow-up, 63% of the males and 39% of the females had a criminal record. Among females, psychoactive substance use disorder in adolescence seemed to be a sine qua non for later registered criminality, with intravenous drug use a potent risk factor for life-course-persistent criminality. The same strong association between drug use and criminality was not found in males. Factor analysis demonstrated that while the DSM-IV Conduct Disorder criteria structure was similar across genders, the prevalence of the various forms of expression was different in males and females. The differences between individuals with violent and non-violent crimes were more substantial in males than in females. There were marked gender differences in the criminal profiles observed, with the females' criminal career developing in a less serious manner than in males: females had later criminal debut, a lower number of acts on record, less diverse criminal behaviour, and an escalation in the severity of offences over time was less frequently encountered. However, secular trend analyses indicated that gender differences had diminished over the last several decades, with females “catching up” with their male counterparts. Overall, the results demonstrated important qualitative and quantitative gender differences in the criminal behaviour of former adolescent psychiatric in-patients.
