The history and effects of British imperialism in Fiji created a model for analyzing the semiotics of cultural identity. Following the acquisition of land in Fiji, the British recruited impoverished people from India and relocated them as indentured servants to do work on sugar cane plantations that natives refused to do. When Fiji became independent nearly 100?years later, the island nation had nearly equal populations of native Fijians and people of Indian decent. Fiji experienced three military coupes between 1987 and 2000 while the two ethnic and culturally distinct groups competed for jobs and political power. As a small, island nation, identity-based communication in Fiji represents a microcosm of other more complex multicultural societies. This study examines the semiotics of cultural identity among the people of Fiji.  相似文献

Wealth-transfer taxes are federal and state levies on the valueof estates, inheritances, and gifts. Because the federal governmentallows a limited tax credit, repeal of the federal tax has implicationsfor state governments. This article discusses the economic justificationof taxing wealth transfers and provides data on the importanceof the tax from 1977 to 1997. We measure the degree of variationin the use of the tax among the states and pinpoint those statesfor which death taxation is most important. Wealth-transfertaxation needs reform but, repeal of the federal tax is inappropriate.Instead, the state levies should be abandoned. We conclude byproposing to repeal the state taxes and reduce the federal taxby an amount equivalent to the value of the federal tax-credit.The resulting revenues, however, would not to be garnered bythe federal government but returned as revenue-sharing fundsto the resident state of the decedent.  相似文献

There has naturally been a good deal of discussion of the forthcoming General Data Protection Regulation. One issue of interest to all data controllers, and of particular concern for researchers, is whether the GDPR expands the scope of personal data through the introduction of the term ‘pseudonymisation’ in Article 4(5). If all data which have been ‘pseudonymised’ in the conventional sense of the word (e.g. key-coded) are to be treated as personal data, this would have serious implications for research. Administrative data research, which is carried out on data routinely collected and held by public authorities, would be particularly affected as the sharing of de-identified data could constitute the unconsented disclosure of identifiable information.Instead, however, we argue that the definition of pseudonymisation in Article 4(5) GDPR will not expand the category of personal data, and that there is no intention that it should do so. The definition of pseudonymisation under the GDPR is not intended to determine whether data are personal data; indeed it is clear that all data falling within this definition are personal data. Rather, it is Recital 26 and its requirement of a ‘means reasonably likely to be used’ which remains the relevant test as to whether data are personal. This leaves open the possibility that data which have been ‘pseudonymised’ in the conventional sense of key-coding can still be rendered anonymous. There may also be circumstances in which data which have undergone pseudonymisation within one organisation could be anonymous for a third party. The construction of typologies of criminal behavior can benefit from the use of multidimensional analytic methods. Yet while some studies have applied such techniques to crime data (e.g., Shortet al, 1963; Nutch and Bloombaum, 1968; Chaiken and Chaiken, 1982), few have examined the assumptions of these methods as they apply to arrest histories. We argue that arrest histories represent a special form of data that are not ideally suited to standard multidimensional analyses. An examination of the different theoretical assumptions of factor analysis, multidimensional scaling, and variance centroid scaling (a form of correspondence analysis) reveals marked difierences in what is being uncovered by the analysis. In general, these claims are supported by an application of each technique to the arrest histories of 767 chronic juvenile delinquents.  相似文献

"No third party beneficiaries" clauses, if drafted with care, can offer some measure of protection to providers. Although courts may give minimal weight to "boilerplate" clauses in determining contractual intent, a more detailed and substantive clause may be more persuasive. In drafting such clauses, however, care should be taken to clearly state the specific intentions of the parties, including the scope and purposes of the contract, the identity of the intended beneficiaries, and the classes of persons that are to be excluded as beneficiaries (e.g., HMO enrollees).  相似文献

Critics of neoliberalism argue that so-called meritocratic and identity-neutral social policies and political positions actually reinforce and exacerbate intersecting inequalities, namely racism, sexism, heterosexism, classism, and ethnocentrism/xenophobia. The purpose of these studies was to develop and initially validate a scale of neoliberal attitudes from a wide range of existing instruments that reflect anti-neoliberal theory. A series of three studies resulted in a 25-item instrument—the Anti-Neoliberal Attitudes Scale (ANAS)—that exhibits initial evidence of construct validity, internal consistency, and test–retest reliability. Exploratory factor analysis with students from two universities revealed a four-factor structure of Racism and Sexism Awareness, Communitarian Values, Multicultural Ideology, and Inequality Consciousness. However, a confirmatory factor analysis with an independent sample of undergraduate students suggests a bifactor model in which the general factor explains most of the variance and that the instrument should be treated as a single scale, rather than independent subscales. Significant correlations with measures of right-wing authoritarianism and social dominance orientation suggest convergent validity. Temporal stability was established via a test–retest analysis in an independent sample of undergraduate students. Finally, responses from a sample of MTurk workers provided evidence of the ANAS’s incremental validity when compared to an existing measure of neoliberal beliefs. Implications for future empirical work on the psychological dimensions of neoliberalism are discussed.
