This article discusses a study of the economic impact of Indonesia's KIK/KMKP programme of special credits for small‐scale enterprises. Our major focus is on how to measure economic impact. It discusses the concept of ‘impact’, the survey design, the statistical framework, and the practical problems of implementation, and briefly summarises the findings. We believe that our methodology generated reasonably reliable data and fundamentally sound estimates of the credit programme's direct impact on employment, output and income.  相似文献

Here, we present a method of extracting drug residues from fingerprints via Direct Analyte‐Probed Nanoextraction coupled to nanospray ionization–mass spectrometry (DAPNe‐NSI‐MS). This instrumental technique provides higher selectivity and lower detection limits over current methods, greatly reducing sample preparation, and does not compromise the integrity of latent fingerprints. This coupled to Raman microscopy is an advantageous supplement for location and identification of trace particles. DAPNe uses a nanomanipulator for extraction and differing microscopies for localization of chemicals of interest. A capillary tip with solvent of choice is placed in a nanopositioner. The surface to be analyzed is placed under a microscope, and a particle of interest is located. Using a pressure injector, the solvent is injected onto the surface where it dissolves the analyte, and then extracted back into the capillary tip. The solution is then directly analyzed via NSI‐MS. Analyses of caffeine, cocaine, crystal methamphetamine, and ecstasy have been performed successfully.  相似文献

Safety regulation – in the form of pre-market approval, licensure, screening, and product entry limitations – governs numerous market realms, including consumer finance. In this article, we ask whether the effects of safety regulation go beyond safety and affect consumers' beliefs about the distribution of products they can use. We model “approval regulation,” where a government regulator must approve the market entry of a product based upon observable, unbiased, and non-anticipable experiments. We show that even if regulator and firm disagree about only quality standards, the disagreement induces the firm to provide more information about its product than it would in the absence of regulation. Put differently, purely first-order disagreements in regulation generate second-order consequences (more certainty about product quality). These second-order consequences of regulation are sufficient to generate first-order effects among end-users (more consumption of superior products), even when users are risk-neutral. In other words, even if approval regulation produces little or no improvement in safety or quality, it still aggregates information useful to “downstream” product users; these users will exhibit higher consumption and will more readily switch to superior products. In contrast with libertarian analyses of entry regulation and licensure, the model predicts that entry restrictions may be associated with greater product or service utilization (consumption) as well as with greater price sensitivity among consumers. Because contemporary cost–benefit analyses ignore these second-order effects, they are unlikely to capture the possible confidence effects of approval regulation.  相似文献

SUMMARY

The social significance of television and film as the most powerful means of mass communication in Western civilisation today cannot be underrated. The mass media, and television and film in particular, are not merely neutral carriers of messages. They confer power, legitimate systems and provide ways of looking at the world. They supply the context in which information is learned, attitudes and values formed and decisions made, thereby fulfilling the functions previously filled by the medieval church.

The general functions of the mass media, and television and film in particular, are entertainment, the provision of information and education, socialization and the handing down, or propogation of culture. However, these can be suggested to be merely surface functions and effects of the media's deeper power. There is a hidden role which transcends all surface effects. It may be proposed that it is the media, rather than the church which provides individuals with a worldview which reflects to them what is of ultimate value, and which justifies their behaviour and way of life. Television itself is becoming a kind of religion and has become a prime cultivator of culture, providing the myths, teachings and expressions of religion.

Various authors suggest that television needs to be seriously considered as an operative religious activity. This does not mean that the television and film industry would see itself in religious terms, nor that the mass media can be seen to be replacing theistic religion, but that the correspondence between the content and uses of television and the traditional functions of religion and religious practice is significant.

This article, based on a literature survey, explores the provocative parallel between the traditional functions of religion and the church, and commercial television.  相似文献

Political actors in conflict settings are often uncertain about their counterparts' intentions. This article explores the psychology of how intentions are assessed using a novel experimental design that randomly assigns subjects to one of three roles—"proposer,""recipient," or "observer." Recipients and observers are given identical noisy information about proposers' actions, and make postplay assessments of proposers' intentions that are rewarded based on accuracy. A first experiment explores a context of ambiguity, while a second experiment explores a context of uncertainty . The results suggest that actors' perceptions can sometimes be directly affected by the set of strategic alternatives they possess. When signals about proposer behavior appear "negative," recipients' assessments of proposers' intentions are more negative than observers' assessments if recipients have the ability to respond to the proposer's action—but not if recipients lack this ability. The ability to respond to proposer behavior appears to cause recipients to make more negative inferences about the proposer than circumstances warrant. Interestingly, recipients' and observers' assessments are indistinguishable when signals about proposer behavior instead appear "positive."  相似文献

This article analyzes the United States 'dual track' policy on arms sales and technology transfers to the China mainland and Taiwan. Despite its 'one China' policy, the US has continued to sell arms to Taiwan and provide Taiwan with military technology. At the same time, Washington is unwilling to transfer certain technology to the China mainland. The US 'dual track' policy of arms sales and technology transfer to both sides of the Taiwan Strait has maintained a strategic balance by developing closer relations with Beijing while maintaining the security of the Republic of China on Taiwan. Washington's objectives are to enhance Sino‐American relations and to maintain Taiwan's security while not unsettling the generally positive Sino‐American relationship. While this policy has caused tensions in US‐PRC relations, this 'unbalanced balance' has served US interests in maintaining Taiwan's security and has not strained Washington‐Beijing relations to the breaking point.  相似文献
