Over 30 years ago, Eric Browne and Mark Franklin demonstrated that parties in a coalition tend to receive portfolio payoffs in almost perfect proportionality to their seat share. Even though this result has been confirmed in several studies, few researchers have asked what the underlying mechanism is that explains why parties receive a proportional payoff. The aim of this paper is to investigate the causal mechanism linking party size and portfolio payoffs. To fulfil this aim, a small-n analysis is performed. By analysing the predictions from a statistical analysis of all post-war coalition governments in 14 Western European countries, two predicted cases are selected, the coalitions that formed after the 1976 Swedish election and the 1994 German election. In these case studies two hypotheses are evaluated: that the proportional distribution of ministerial posts is the result of a social norm, and that parties obtain payoffs according to their bargaining strength. The results give no support to the social norm hypothesis. Instead, it is suggested that proportionality serves as a bargaining convention for the actors involved, thus rendering proportional payoffs more likely. 相似文献

Abstract This article uses data from randomized evaluations in Indiana and Delaware to address three questions: (1) Are welfare recipients who receive federal housing assistance less employable than recipients who do not? (2) How does the impact of welfare reform compare for families with and without housing assistance? (3) Does welfare reform increase or decrease the use of such assistance? Although public housing residents may be more disadvantaged than welfare recipients who do not get housing assistance, voucher users and Section 8 project‐based recipients were not. Welfare reform had similar impacts on the earnings and welfare benefits of families that received housing assistance and those that did not. Where impacts did differ, they were larger for families receiving assistance. Welfare reform also reduced the receipt of housing assistance. Families that receive assistance appear to have less financial strain than families that do not, suggesting that assistance may increase overall financial stability. 相似文献

After major intelligence failures it is often asked why intelligence and security officials failed to heed the many ‘wake-up calls’ that had been provided by earlier failures and surprises. This article addresses this question by examining intelligence failures as ‘focusing events’, which is a concept used in the literature on government policy making to explain how disasters and crises can stimulate policy change and help organizations and decision-makers learn. It argues that in order for an intelligence failure such as a major terrorist attack to inspire improved intelligence performance – to be a true wake-up call – that failure must not only act as a focusing event to bring more attention to the threat, but it must also lead to increased intelligence collection and greater receptivity toward intelligence on the part of decision-makers. 相似文献

International relations scholars frequently use roll-call votes on resolutions in the United Nations General Assembly (UNGA) to measure similarity in the foreign policy ideologies of states. They then correlate those measures with consequential outcomes, such as development lending, trade, or military disputes. Dynamic ideal point models of UNGA voting thus far have been restricted to a single dimension. We examine the existence of a stable, important, and interpretable second dimension underlying contestation in the UN. From the mid-1960s to the mid-1980s, North–South conflict constitutes a stable second dimension, shaped heavily by the agenda-setting powers of the so-called Non-aligned Movement and the Group of 77. In the periods before and after, the second dimension neither is stable nor easily interpretable, though it is sometimes important. We suggest that in most applications, our original one-dimensional estimates have conceptual advantages with minimal losses in explanatory value. We illustrate that conclusion with an analysis that correlates ideal point changes with militarized interstate disputes. Yet, our findings also suggest that scholars interested in specific issues, such as the Middle East, human rights, or arms control, might benefit from more specifically tailored ideal point estimates. 相似文献

This article examines initiatives for organizational reform in Swedish local government. The analysis investigates these initiatives in the context of reform efforts found in many modern democracies, with particular reference to the development of "new managerialism". An empirical analysis of local government reform decisions is presented in order to determine the principal objectives and direction of reform initiatives. The analysis reveals that management objectives are emphasized most, followed by economic objectives and then public interest objectives.
