Mansfield's Missing Link: The Impact of Knowledge Spillovers on Firm Growth

The purpose of this paper is to provide a link between two of the seminal contributions of Edwin Mansfield. The first focuses on the determinants of firm growth and the second is concerned with university-based knowledge spillovers. By linking both firm-specific characteristics as well as access to knowledge spillovers from universities, the empirical evidence found in this paper suggests that knowledge spillovers as well as firm-specific characteristics influence firm growth.     

Von der politischen zur sozialen Konstitutionalisierung Europas. Verfassungsgebung als Katalysator europäischer Vergesellschaftung?

The constitutionalization of the European Union represents a simultaneous and interacting process of polity building and constituency building. The EU’s social constituency is referred to as a particular constellation of public voice and resonance in the media in relation to European constitution making. This article compares constitutional claims-making in quality newspapers in France and Germany during the ratification period. It analyzes who raised their voices, what kinds of concerns and demands were put forward, which attitudes towards the EU were expressed and how particular visions of the EU were justified. A politicized and domestically focused French media sphere is contrasted with the German media that took the position of an attentive but passive observer of debates in other member states.     

Why Democracies May Actually Be Less Reliable Allies

Recent research builds on the observation that democracies have more durable alliances to argue that democracies make more reliable allies. This need not be the case. Alliances serve as commitment devices, adding ex ante credibility to states' claims about ex post behavior. Variation in alliance durability must reflect differences in the desirability of formalizing alignments. Put simply, democracies are "most improved" by formal commitments. We offer two related explanations for why democracies might actually be less reliable alliance partners. Information costs for participating in policymaking and the advantages of organized interest groups combined with distributional incentives generated by the periodic turnover of governments may conspire to make informal commitments on the part of democracies problematic. Determining the net effect of democratic virtue and vice is best done empirically. We test alliance reliability by focusing on intervention, rather than on the duration or the number of commitments. Our results suggest that democracies make less reliable allies.     

Characterization of a novel dimorphism in the 5' flanking region of the short tandem repeat (STR) locus,c-fes/fps (FES)

The FES short tandem repeat (STR) locus contains seven to 14 repeats of the tetranucleotide sequence ATTT. A novel 10 base pair dimorphism in the 5' flanking region of the FES locus was characterized in four broad populations: African-American, Hispanic, Caucasian, and Asian. The absence of the 10 base pair sequence, or (-) allele, was closely linked to FES STR alleles with 10 or fewer repeats. The presence of the 10 base pair sequence, or (+) allele, was closely linked to FES STR alleles with 12 or more repeats. The (-) and (+) alleles occurred equally often in FES STR allele 11. The nucleotide sequence (5'-GGCTGTTTTG-3') of the (+) allele, located 179 base pairs upstream of the FES STR, was determined to be consistent within and among the four populations. Statistical and sequence analysis confirmed the linkage between the two polymorphic sites. The results indicate that the exclusion rate of the FES locus is increased, above that for the STR alone, when both polymorphic characteristics are considered.     

Limited Pluralism in a Liberal Democracy: Party Law and Political Incorporation in South Korea

ABSTRACT

Formal modes of political incorporation in South Korea rest on a foundation of limited pluralism. The notion that the state should impose rigid boundaries on political representation pervades the country’s democracy. This notion is enshrined in law – in particular in the constitution’s Article 8 and in the Political Parties Act – and is upheld and perpetuated by the judiciary, the election commission, and the parties that dominate representative institutions. Labour is particularly disadvantaged by the limited pluralism contained in party laws. The role of party law in shaping modes of political incorporation is frequently overlooked. This account of party law in South Korea echoes this issue’s attention to the quiet ways that the state in Asia has silenced or ignored particular groups while maintaining the formal institutions of electoral democracy. In this case, the effect is to facilitate a rightward drift by the state as left-leaning actors face greater challenges in contesting elections.     

Distributive Justice and the Allocation of Costs,Losses, and Profits

In an experimental study, participants read a scenario about five business partners who sold plants at a flea market. Each partner obtained a different outcome and still had to pay the costs of the partnership. Participants either had to indicate what they considered to be a fair distribution of the costs (given each individual partner's earnings) or what they considered to be a fair distribution of the net results (the total outcome minus the costs). The total outcome was either higher or lower than the costs (i.e., the enterprise resulted in a net profit or a net loss). The results indicate that fairness judgments are affected by the target of distribution. Negative outcomes are distributed differently than positive outcomes, and within the domain of negative outcomes, marked differences are observed between costs and net losses. The results are explained in terms of the differential salience of the distribution of the net result.
