It is widely accepted that democracies are less conflict prone, if only with other democracies. Debate persists, however, about the causes underlying liberal peace. This article offers a contrarian account based on liberal political economy. Economic development, free markets, and similar interstate interests all anticipate a lessening of militarized disputes or wars. This "capitalist peace" also accounts for the effect commonly attributed to regime type in standard statistical tests of the democratic peace.  相似文献

By using game-theory, it is indicated that encompassing organizations may participate in dilemma games with free-rider problems. Next, examinations of institutional details of Norwegian corporatism point out that creative or productive strategies may be quite likely even among small interest organizations. In the last section it is argued that the assumption of economic growth being a collective good is more acceptable the larger the public sector. Again, institutional details need to be in focus. The model closing the paper dwells on whether comprehensive organizations really have stronger incentives to choose creativity rather than to fight for redistributions. Duncan Black (1958) stated his voting order theorem — ‘the later any motion enters the voting order, the greater its chance of adoption’ — exclusively for the amendment procedure. Niemi and Gretlein's (1985) extension is similarly limited. Here we show that with a change in the focus from social preferences to individual preferences, both Black's theorem and that proved by Niemi and Gretlein apply as well to the successive procedure.  相似文献

Self-report questionnaires are frequently used in youth research, but doubt remains whether total anonymity affects the results. This study compared the responses of 704 mainly 16–17-year-old adolescents to self-report measures of various health indicators in 2 groups: anonymous and confidential collection. For most health indicators no significant differences were found. Perceived health, use of alcohol, and aggressive behavior (for boys) were reported significantly less frequently in the confidential group (small effect size). It appeared that pupils with high scores on social desirability do not respond differently at most health indicators in the 2 conditions. For most health characteristics, epidemiologically useful outcomes may be derived from confidential self-report measures, which are also valuable for detecting individual at-risk children. The case of Aileen Wuornos, executed in Florida for the serial killing of seven men, is studied to determine her degree of psychopathy and the presence or absence of sexuality or sexual sadism as a motivation or gratification for her crimes. The authors, one of whom evaluated the subject shortly before her death, determined that she evidenced a psychopathic personality (PCL-R score 32). She also met DSM-IV-TR criteria for Antisocial Personality Disorder and Borderline Personality Disorder. While her killings ostensibly were carried out during routine acts of prostitution, there was ambiguous evidence that her crimes were sexually motivated or gratifying. Her articulated motivation was robbery and elimination of the witness/victim. After carefully considering all available data, the authors concluded there was no convincing evidence of sexual sadism in either her personal history or her method of committing serial murder, and it remains unclear whether sexual gratification was to some degree a motivating factor in her commission of these offenses. The confluence of early childhood attachment disruptions, severe psychopathy, other personality disorder pathology, and a traumagenic abuse history likely contributed to her having serially murdered seven victims.  相似文献

Abstract: This article examines the views of provincial public servants concerning how policy capacity can be strengthened. The findings are based on interviews conducted in 1997 with thirty-three senior public servants in the Province of Saskatchewan. Findings indicate that most public servants regard their role in policy-making as both natural and important to maintain, but they all accept the division of responsibilities in the policy process between themselves, as system stabilizers, and politicians, as the providers of energy in the system. In this regard, the public servants interviewed welcome clearly articulated goals that apply directly to their departmental concerns. Overall, the responses indicate that policy capacity can be strengthened by improving the government's policy processes, especially those linking cabinet and the bureaucracy, and those that operate horizontally across departments. These views are consistent with the traditional self-image of senior career officials who see themselves as policy managers overseeing a process that invests decisions with a high degree of legitimacy, power and accuracy. Sommaire: Dans cet article, on examine I'avis des functionaries provinciaux en ce qui conceme le renforcement de la capacité de prise de décisions politiques. Les constatations découlent d'entrevues avec 33 hauts fonctionnaires de la Saskatchewan, effectuées en 1997. Selon les constatations, la plupart des fonctionnaires voient leur rôle de décideurs politiques comme étant naturel et important à maintenir, mais ils acceptent tous le partage des responsabilités dam le processus décisionnel, entre, d'une part, eux-mêmes en tant que stabilisateurs du système, et d'autre part, les politiciens comme source de dynamisation. Sur ce point, les fonctionnaires interviewés aimeraient voir des objectifs clairement formulés s'appliquant directement à leurs préoccupations ministérielles. Dans l'ensemble, les réponses indiquent qu'on peut renforcer la capacité décisionnelle en améliorant les processus décisionnels du-gouvernement, particulièrement ceux qui relient le conseil des ministres au fonctionnariat et ceux qui assurent le lien horizontal entre les ministères. Immigration and new class divisions, combined with a growing anti‐elitism and political correctness, are often used as explanations for the strong gains for right‐leaning populist parties in national elections across Europe in recent years. But contrary to what we might assume, such parties have been very successful in the most developed and comprehensive welfare states, in nations—such as the Nordic countries—with the best scores on economic equality and social inclusion and long established political and judicial institutions enjoying a high degree of popular legitimacy. As argued in this article, this seems to happen because a duopoly of the centre‐left and centre‐right political establishment has kept issues such as immigration and new class divisions off the public agenda and hence paved the way for right‐leaning ‘disruptor’ populist parties with an anti‐immigration agenda in times of increasing immigration.  相似文献
