A recent New York law requires medical providers to offer HIV tests as part of routine care. We developed a system dynamics simulation model of the HIV testing and care system to help administrators understand the law's potential epidemic impact, resource needs, strategies to improve implementation, and appropriate outcome indicators for future policy evaluations once postlaw data become available. Policy modeling allowed us to synthesize information from numerous sources including quantitative administrative data sets and practitioners’ content expertise, structure the information to be viewed both numerically and visually, and organize consensus for decisionmaking purposes. This case illustrates how policy modeling can provide an integrated framework for administrators to examine policy problems in complex systems, particularly when data time lags limit pre–post comparisons and key outcomes cannot be measured directly. 相似文献

AbstractThis paper examines why frictions developed in Kaduna between Muslims and Christians, how they turned violent, and the outcomes. The frictions were caused by a combination of the effects of colonial policies that established the north/south, Muslim/Christian divide, added to unequal treatment of ethnic groups within Nigerian state structures, and Nigeria's position as a rentier oil-producing state, making it a valuable property for elite capture, and structural adjustment that increased unemployment. Hostilities between Reform Islam and Pentecostal Christianity helped fuel conflict and the configuration of masculinities among unemployed youths facilitated participation in violence. To consider the legacy of the 2010 Soccer World Cup, after a brief introduction covering the socio-economic and political background of South Africa, this paper defines mega-events, highlighting the additional challenges faced by developing countries competing for hosting privileges versus more developed countries. It focuses on a few examples of perceived tangible benefits to South Africa arising from hosting the World Cup, specifically the construction of several new stadiums, the increase in tourism, and the highspeed ‘Gautrain’, versus the opportunity costs of expenditures on large scale projects that do not directly meet the needs of the poor of South Africa. Finally, an examination of the value of the often over-looked intangible benefits of mega-events like the World Cup follows, including increased national unity in the face of several centrifugal forces and improved international perceptions, especially as the latter relate to South African and African potential. Results are reported from a study of shelters for abused women in Ontario, Canada, suggesting that what clients, managers, and frontline workers value most in shelter services is based on a care perspective in which ongoing relational support is seen as essential to effective service delivery. Presently, government-required metrics used to assess shelter services not only reflect a narrow, justice perspective where “fairness” is defined as equal access to publicly supported services, but reveal a New Public Management emphasis on efficiency in which the focus is more on the “what” than the “how” of practice. Female offender populations are growing at an unprecedented rate. The present study examines gender differences among a large sample of male and female offenders as related to seriousness of their offense and success on parole. Data analyzed were originally collected from a random sample of parole case files in California. Results revealed that although gender does significantly impact parole success, seriousness of the offense does not. Other significant factors include age at release on parole, criminal history, and measures of stability upon release. The need for wrap-around services, comprehensive treatment models, and funding for gender-specific services are discussed. 相似文献

Shaming is a mechanism theorists have highlighted as an important means of social control. However, this concept and the ways in which officials use shame in the context of formal social control is not easily studied. Interviews with a Southern California juvenile court judge and observations of his interactions with youths on probation are used to illustrate the reflexive nature of social control interactions. This ethnographic study illustrates how the emotion of shame is used to manage delinquent and defiant young people in a justice setting. A nuanced analysis of the various strategies used by this juvenile court judge to evoke signs of remorse, accountability, and deference from young offenders is provided. Such an investigation informs theoretical perspectives on how social control is employed, highlights the important role of power in the interactions, and provides a better understanding of theoretical concepts, such as reintegration and stigmatization. 相似文献

In Finland the first experimental mediation projects founded on the principles and ideals of restorative justice were started in the beginning of the 1980s. Before the Act on Mediation in Criminal and Certain Civil Cases (1015/2005) came into force in 2006, mediation services were provided by cities, municipalities, and non-governmental organizations. Victim–offender mediation (VOM) practices varied, and there was minimal guidance and supervision by state authorities. The Act (1015/2005) aimed to standardize mediation services and practices and enable evaluation of VOM in order to provide solutions to some of the issues raised regarding mediation in intimate relationship violence (IRV). The Act states that only police or prosecutors may initiate the process for referring a case that involves intimate relationship violence. Furthermore, mediators/facilitators who handle IRV cases are required to attain further training. This article examines the ideals, attitudes, and practices of VOM in relation to intimate relationship violence in Finland. The aims and ideals stipulated in the Act on Mediation are presented and later compared to actual practices of VOM which were obtained through the review of documented agreements. These were the end-results of VOM in cases of intimate relationship violence.
