In recent years, there has been a resurgence of scholarly interest in the operation and effect of labour inspectorates around the world. This article aims to contribute to this mounting comparative and socio‐legal literature by considering the emergence of an active and high‐profile enforcement agency in Australia—the Fair Work Ombudsman (FWO). Drawing on the experiences of inspectors and senior managers at the FWO, we examine the structure and mandate of the agency, as well as the discretion afforded to, and the professionalisation of, individual inspectors. While some have sought to draw a distinction between a rule‐bound, specialised approach characteristic of certain Anglo‐American countries and the so‐called Franco‐Iberian model, which places a greater emphasis on flexibility and pragmatism, we found that the FWO does not necessarily fit neatly within this dichotomy. Rather, we observe that as the FWO is a new institution, its mode of operation is in the process of evolution. At present it is pluralistic, in the sense that it exhibits a hierarchical, procedural approach in a drive to address concerns of consistency and accountability, while at the same time allowing, and sometimes encouraging, individuals to be experimental and adaptive. 相似文献

Although researchers have identified individual-level predictors of nonphysical bullying among children and youth, school-level predictors (i.e., characteristics of the school environment that influence bullying exposure) remain largely unstudied. Using data from a survey of 1,838 students in 21 Boston public high schools, we used multilevel modeling techniques to estimate the level of variation across schools in student reports of nonphysical bully victimization and identify school-level predictors of bullying. We found significant between school variation in youth reports of nonphysical bullying, with estimates ranging from 25-58%. We tested school-level indicators of academic performance, emotional well-being, and school safety. After controlling for individual-level covariates and demographic controls, the percent of students in the school who met with a mental health counselor was significantly associated with bullying (OR = 1.03, 95% CI = 1.01, 1.06). There was no significant association between school-level academic performance and perceptions of school safety on individual reports of bullying. Findings suggest that prevention and intervention programs may benefit from attending to the emotional well-being of students and support the importance of understanding the role of the school environment in shaping student experiences with bullying. 相似文献

There is a growing recognition in the field of e‐government that improving the quality and impact of research requires taking into account their complex contexts and drawing on more interdisciplinary and collaborative research. Limited attention so far has been directed toward the conduct of such research, particularly in contract‐based research arrangements for developing e‐government policy. A four‐nation study of public e‐procurement policy is used here to make transparent the process of designing and conducting transdisciplinary and interactive research. Further sharing of research designs and accounts is needed to advance theory, policy, and practice, and to develop a history of ideas in the e‐government research field. 相似文献

Identity is a critical developmental task during the transition to adulthood in Western societies. The purpose of the present study was to evaluate an empirically based, cluster-analytic identity status model, to examine whether all four of Marcia's identity statuses (diffusion, foreclosure, moratorium, and achievement) would emerge empirically, and to identify different patterns of identity formation among American college-attending emerging adults. An ethnically diverse sample of 9,034 emerging-adult students (73% female; mean age 19.73?years) from 30 U.S. universities completed measures of identity exploration (ruminative, in breadth, and in depth) and commitment (commitment making and identification with commitment), identity synthesis and confusion, positive and negative psychosocial functioning, and health-compromising behaviors. The identity status cluster solution that emerged provided an adequate fit to the data and included all four of Marcia's original identity statuses, along with Carefree Diffusion and Undifferentiated statuses. Results provided evidence for concurrent validity, construct validity, and practical applicability of these statuses. Implications for identity research are discussed. 相似文献

Using a sample of 118 drug-involved women originally released from prison in the 1990s and re-interviewed between 2010 and 2011, this paper examines the role motherhood played in the desistance process from crime and substance abuse. Interview narratives revealed that motherhood rarely functioned as a turning point per se that activated desistance, but caring for children did serve to solidify prosocial identities once offenders had transformed their addict/criminal identities. Despite their identity transformations, however, the journey of desistance for the majority of mothers was still a long and arduous path. The reality for these mothers most often resembled a hostile terrain marked by the competing demands of battling addiction, finding employment and suitable housing with a criminal record, establishing visitation and custody rights in family court, and regaining the trust of children and family members who had long ago lost faith in their commitment to their families. This research illuminates the complexities inherent in the desistance process for a contemporary sample of drug involved adult women entrenched within the criminal justice system. 相似文献
