Abstract: Electronic control devices (including the Advanced TASER® X26 model produced by TASER International) incapacitate individuals by causing muscle contractions. To provide information relevant to development of future potential devices, effects of monophasic square waves with different parameters were compared with those of the X26 electronic control device, using two animal models (frogs and swine). Pulse power, electrical pulse charge, pulse duration, and pulse repetition frequency affected muscle contraction. There was no difference in the charge required, between the square waveform and the X26 waveform, to cause approximately the same muscle‐contraction response (in terms of the strength‐duration curve). Thus, on the basis of these initial studies, the detailed shape of a waveform may not be important in terms of generating electro‐muscular incapacitation. More detailed studies, however, may be required to thoroughly test all potential waveforms to be considered for future use in ECDs. 相似文献

Detailed comparison of factors associated with abnormal approach to the prominent and with escalation from communication to approach has not hitherto been undertaken. This partially reflects the failure of individual studies to adopt compatible terminologies. This study involves a careful dissection of six public figure studies, three involving U.S. politicians, two Hollywood celebrities, and one the British Royal Family. Common findings were unearthed across six headings. Approachers were significantly more likely to exhibit serious mental illness, engage in multiple means of communication, involve multiple contacts/targets, and to incorporate into their communication requests for help. They were significantly less likely to use threatening or antagonistic language in their communications, except in those cases involving security breaches. These results emphasize the importance of integrating mental health findings and preventive measures into risk management. Approach should not be regarded as a single behavioral category and has multiple motivations. Future studies should adopt standard terminology, preferably taken from the general stalking research. 相似文献

Religious faith has always had an intense but uneasy relationship with development. Donors are currently seeking greater engagement with faith-based organisations (FBOs). This positive shift needs careful consideration. Faith can be a powerful – but flammable – fuel for change. FBOs are highly diverse and complex. Donors therefore need to handle them with understanding and care. This article outlines both the major concerns about faith in development and also the potential ‘value-added’ of FBOs. It charts growing interest yet residual ambivalence on the part of donors towards faith in development. It presents the practical challenges and suggests ways forward for both donors and FBOs. 相似文献

Electronic control devices (ECDs) may eventually be deployed by the military in a manner resulting in longer exposures than those encountered during law-enforcement operations. In a previous study, 18 repeated cycling (5-second on/5-second off) exposures (within a 3-minute period) of anesthetized swine to an ECD (TASER International's Advanced TASER X26 device) resulted in leg muscle contraction, acidosis, and increases in blood electrolytes. In the current study, experiments were performed to examine effects of exposures to a different cycling rate (7-second on/3-second off), from a modified X26 ECD, on 10 swine (Sus scrofa), maintained on propofol anesthesia. In contrast with the previous study, a large number of animals (6/10) died immediately after the exposures. There were no major differences in pre-exposure blood factors from survivors versus nonsurvivors, with the exception of hematocrit and 2 isoenzymes of lactate dehydrogenase. It is doubtful that these factors would be useful in predicting survival after ECD exposure. Blood pH was significantly decreased after exposure, but (in animals that survived) subsequently returned to baseline levels. On the basis of the overall survival rate, further development of useful ECDs (for long-term incapacitation during military operations) may require consideration of longer pauses between repeated exposures over a 3-minute period. 相似文献

The effect of dose-death interval and tissue distribution on the detection of meperidine in selected skeletal tissues was examined using a rapid microwave-assisted extraction (MAE) methodology. Rats (n=14) were dosed with 0 (n=2) or 30 mg/kg (n=12) meperidine (i.p.). Drug-positive rats were sacrificed with CO(2) after 20, 30, 90 and 150 min (n=3 per group). Heart blood was collected immediately after death. Tibiae were excised and frozen for further analysis. The remaining carcasses were allowed to decompose outside in secured cages to the point of complete skeletonization in a rural Northern Ontario location during the late summer months. Vertebrae and pelvi were collected for each animal. Tibial marrow was homogenized in 3 mL PB6 (phosphate buffer, 0.1M, pH 6). Fresh tibiae, and decomposed vertebrae and pelvi were cleaned in PB8.5 (phosphate buffer, 0.1M, pH 8.5) and sonicated to remove remaining soft tissue. Samples of dried, ground bone (0.5-1g) suspended in 2 mL PB6 were then irradiated in a domestic microwave oven (1100 W) at atmospheric pressure for 15 min. Samples of vertebral bone (1g) were also extracted by passive incubation in methanol (3 mL, 50°C, 72 h). All supernatants then underwent solid-phase extraction and analysis by GC/MS, using electron impact ionization in the Selected Ion Monitoring (SIM) mode. Mean GC/MS responses for each tissue type were negatively correlated with dose-death interval, with correlation coefficients ranging from -0.32 to -0.87. Analysis of variance showed dose-death interval to be a main effect (p<0.05) with respect to GC/MS response for blood, marrow, tibial epiphyses prepared by MAE, and vertebral bone prepared by passive extraction, but not for tibial diaphyses, pelvi or vertebrae prepared by MAE. Overall, MAE is advantageous as a rapid extraction tool for screening purposes in skeletal tissues, but assignment of significance to quantitative expressions of skeletal drug concentrations is complex and should be approached with caution. 相似文献

Research projects aimed at proposing fingerprint statistical models based on the likelihood ratio framework have shown that low quality finger impressions left on crime scenes may have significant evidential value. These impressions are currently either not recovered, considered to be of no value when first analyzed by fingerprint examiners, or lead to inconclusive results when compared to control prints. There are growing concerns within the fingerprint community that recovering and examining these low quality impressions will result in a significant increase of the workload of fingerprint units and ultimately of the number of backlogged cases. This study was designed to measure the number of impressions currently not recovered or not considered for examination, and to assess the usefulness of these impressions in terms of the number of additional detections that would result from their examination. 相似文献

Estimating the Impact of Classification Error on the “Statistical Accuracy” of Uniform Crime Reports

This paper offers a methodological approach for estimating classification error in police records then determining the statistical
accuracy of official crime statistics reported to the Uniform Crime Reporting (UCR) program. Classification error refers to
the mistakes in UCR statistics caused by the misclassification of criminal offenses, for example recording a crime as aggravated
assault when it should have been simple assault. Statistical accuracy refers to the estimated true total of each crime type
based on cancelling effect of undercounting and overcounting crime due to misclassifications. The population for the study
consists of the 12 largest municipal police agencies in a mostly rural southeastern state. Based on a sample of 2,663 records,
the authors illustrate the impact of classification error on the total population of reported offenses. Misclassifications
result in overcounting and undercounting certain crimes. The true number of each crime type, as well as the aggregate Index
Crime, Violent Crime, and Property Crime totals, is estimated based the evaluation of offsetting misclassifications. The findings
show that certain UCR crime categories are greatly undercounted while others are overcounted. The index crime and violent
crime totals are also significantly undercounted; however, when simple assault is added to the index and violent crime categories,
the error in these aggregate numbers is reduced to less than 1%. The results provide a benchmark for assessing the statistical
