In this paper we develop a model to predict the seniority turnover, and transition consequences of term limit reforms for any institution with a regularized procedure for rotating membership. With this model we can predict the number of members who will be serving in their last term at any given time once an institution reaches a stable state under term limit reforms. For example, our results show that for the U.S. Senate current term limit proposals will result in a substantial increase in the number of “lame duck” members and a significant reduction in average seniority. We make no claims as to the public policy effects of term limit proposals. However, our model can be used to design a proposal that will maximize any benefits or minimize any public policy effects found to be associated with term limit reforms.  相似文献

Liberalism has bay far been the most appealing ideology in modern political thought, and considered by many as one of human kind's greatest inventions, product of our development as a race. However, new theories have threatened the philosophical foundations upon which liberalism itself stands. One of the most strongly criticized theories is that of the Original Position, developed by the political philosopher John Rawls, and which is itself a fundamental cornerstone in Rawls's Theory of Justice. The gender gap has been an important feature of American elections since 1980. Yet, most explanations for the effects of gender on voting behavior focus on differences between men and women without taking account of how campaign strategies may serve to highlight or mask these differences. I examine how Senate candidates act strategically in deciding whether and how to target women voters. I find that candidates make these decisions based largely on two factors: (1) the importance of these issues to the state's voters and (2) whether gender gaps had been decisive in previous statewide contests. Analysis of exit-poll data indicates that when campaigns focused more on women's issues, women became more likely to vote Democratic while the vote choices of men were unaffected. Thus, campaign strategies do appear to influence the importance of gender differences in voting behavior.  相似文献

This article addresses the subject of children's citizenship in liberal democracies. While children may lack full capability to act in the capacity of citizens, the political status to which they have been relegated leaves much to be desired. Paternalist policies dictate that children be represented politically by their parents, leaving them as or more vulnerable and excluded from private life as women were under coverture. Lacking independent representation or a voice in politics, children and their interests often fail to be understood because the adults who do represent them conflate, or substitute, their own views for those of children. Compounding this damage is the tendency for democratic societies to view children not as an ever-present segment of the populace, but rather as future adults. This encourages disregard for children's interests. Until democratic societies establish a better-defined and comprehensive citizenship for children, along with methods for representation that are sensitive to the special political circumstances faced by children, young people will remain ill-governed and neglected by democratic politics.  相似文献

Since the introduction of the Internet, China's networked public sphere has become a critical site in which various actors compete to shape public opinion and promote or forestall legal and political change. This paper examines how members of an online public, the Tianya Forum, conceptualized and discussed law in relation to a specific event, the 2008 Sanlu milk scandal. Whereas previous studies suggest the Chinese state effectively controls citizens' legal consciousness via propaganda, this analysis shows that the construction of legality by the Tianya public was not a top‐down process, but a complex negotiation involving multiple parties. The Chinese state had to compete with lawyers and outspoken media to frame and interpret the scandal for the Tianya public and it was not always successful in doing so. Data show further how the online public framed the food safety incident as indicative of fundamental problems rooted in China's political regime and critiqued the state's instrumental use of law.  相似文献
