依托公安消防部队完善高速公路应急救援体系的构想

与其他等级的公路相比,高速公路由于其上行车速度快,且道路具有全程封闭性,使得车辆在其上发生事故后具有救援难度大、救援力量到场处置时间长等特点.目前,我国高速公路应急救援的职能分散在交警、路政、高速公路运营管理单位、卫生、消防等多个部门,存在着救援反应速度慢、各部门联动性差、多数救援负责部门为有偿服务,且救援装备性能较差等缺点.鉴于此,本文提出了在高速公路上建立高速消防应急救援队,依托公安消防部队来进一步健全高速公路应急救援体系的构想.
