AbstractThe move from territorial defence to ‘wars of choice’ has influenced the domestic politics of military interventions. This paper examines the extent to which both the substance and the procedure of military interventions are contested among political parties. Regarding the substance, our analysis of Chapel Hill Expert Survey data demonstrates that across European states political parties on the right are more supportive of military missions than those on the left. On the decision-making procedures, our case studies of Germany, France, Spain and the United Kingdom show that political parties on the left tend to favour strong parliamentary control whereas those on the right tend to prefer an unconstrained executive, although with differences across countries. These findings challenge the view that ‘politics stops at the water’s edge’ and contribute to a better understanding of how political parties and parliaments influence military interventions. 相似文献

In recent years, the field of political consulting and policy advice has gained growing attention and, thus, has been subject of important debates regarding its key concepts and theoretical foundations. This paper sets out to defend the authors' original thesis which has been challenged in the course of these debates. We argue that, along with classical oneway modes of consultation, a new way of interaction between political decision makers and consultants has emerged. The knowledge deriving from these cooperative discourses is not merely an external source for the preparation and legitimation of political decisions. It is integral part of the policy process and may unfold its potential as long as it meets the standards of epistemic and political robustness. 相似文献

The existence of multiple goals in public organizations inevitably raises the concern that managers face performance trade-offs. In particular, scholars have expressed the fear that public managers, in order to secure high production performance, are forced to sacrifice performance on goals like equity, accountability, and procedural justice. However, our knowledge of whether such trade-offs exist is scarce. Using an administrative 10-year panel data set of Danish public schools and principals, this article analyzes trade-offs between production performance (measured by student performance and student pass rate) and process performance (measured by equity, accountability, and procedural justice). Results show no evidence of trade-offs. In contrast, principals who succeed in raising student performance generally also succeed in securing high pass rates, high equity, high accountability, and high procedural justice. These results suggest that managers who are able to secure high performance on one dimension of performance will likely also be high-performing on other performance dimensions. 相似文献

AbstractThis paper investigates changes in the French parliament’s role in the control of military missions, introduced by the 2008 constitutional reform, and examines their effects on practices of parliamentary control and legislative?executive interactions. The paper analyses how the constitutional changes have developed; the attitudes of parliamentarians towards control; the knowledges they relate to legislative-executive relations; and the post-reform practice of parliamentary control of French military missions. Although legislative?executive relations with regard to military missions have been recalibrated and formalised, they have not fundamentally challenged the executive’s lead. Reasons include a strong belief in the need for effectiveness, acceptance of the institutional order, and a foreign policy culture of executive leadership. Targeted killing has become a primary counterterrorism measure used by a number of countries in their confrontation with lethal threats. This article focuses on the impact of unintended deaths on the effectiveness of targeted killing. The article evaluates the effectiveness of targeted killings carried out in the Israeli–Palestinian conflict theater that resulted in unintended deaths, compared to the effectiveness of targeted killings where the intended target is the sole person killed. Using multivariate analysis, we demonstrate that targeted killings with unintended deaths were followed by a greater number of suicide bombings and associated casualties compared with targeted killings with no unintended deaths. Based on these findings, nations involved in such conflicts should strive to inflict as few unintended deaths as possible, not only because it is morally right, but also because it is more effective in mitigating terrorism. 相似文献

NPM-driven agencification thoroughly changed the face of public administrations in many modern democracies. Despite high expectations and more than a decade of experience the effects of these reforms are still widely disputed. This contribution presents a neo-institutionalist model to evaluate empirically the explanatory power of those factors commonly considered as the most relevant for executives’ discretion in decision-making. Perception-data taken from the German federal administration confirm the hypothesized correlation between the distance from government and perceived discretion of agency executives.
