In view of the differences in the nature and concept of poverty across rural and urban regions, this article argues that a nationwide standardised poverty reduction strategy package may not be equally effective in these two regions. This article examines the limitations of existing poverty assessment approaches used in Bangladesh and identifies various indicators that are responsible for the achievement of higher level functioning in urban regions in contrast to rural areas. The methodology of the study is based on 917 samples of poor persons with microcredit collected from nine districts of Bangladesh. Significant differences have been observed in the indicators of poverty for rural and urban areas. The results from our participatory study reveal that the urban poor are more inclined towards social functioning achievements such as voting, decision-making at both household and work levels, having a voice at local meetings and co-operatives, whereas the rural poor are still demanding the most basic requirements.  相似文献

Abstract

Aggregate indices like UNDP's Human Development Index (HDI) or the Centre for Global Development and Foreign Policy's Commitment to Development Index (CDI) are subject to multiple criticisms. This paper addresses concerns linked to the equal weights used in the HDI and the CDI and evaluates alternative weighting schemes. It relies on an opinion survey conducted electronically among researchers from 60 countries to assess whether or not professional judgment affects the use of equal weights. Results of the opinion survey point to a surprising result for the HDI: despite widespread criticism of equal weights, a simple scheme based on equal weights is not only convenient but also consistent with the views of experts. For some components of the CDI, however, weights derived from the survey do differ from equal weights. Nevertheless, the weights emerging from the survey are not sufficiently different from equal weights to significantly alter country rankings.  相似文献

We ask which economic policies can help a country create the most favourable conditions for development. We observe that the dynamics of several development indicators can be grouped into four clusters, each cluster corresponding to a different combination of growth and changes in inequality. Based on this observation, we define four different development scenarios and use limited dependent variable regressions to study how structural and policy factors affect a country's probability to achieve the most (or the least) favourable of these scenarios. Our results point to a comforting picture: through the choice of appropriate policies countries can effectively increase their chances to achieve the most favourable development scenario.  相似文献

We construct a generalized Tullock contest under complete information where contingent upon winning or losing, the payoff of a player is a linear function of prizes, own effort, and the effort of the rival. This structure nests a number of existing contests in the literature and can be used to analyze new types of contests. We characterize the unique symmetric equilibrium and show that small parameter modifications may lead to substantially different types of contests and hence different equilibrium effort levels.  相似文献

How should we conceive of regulation in the European context? This paper attempts to answer this by developing multilevel regulation as a theoretical concept. The basic aim of the paper is to explore the difference and convergence between regulation and governance and develop multilevel governance and multilevel regulation as two individual heuristic concepts. We suggest that it is useful to frame multilevel governance in the context of regulatory spaces. As an example, we undertake an exploratory investigation of multilevelness of the regulatory space of marketing authorisation of medical devices. This allows us to help focus on certain aspects of the regulatory process by acknowledging that it is no longer located in the hand of a single (governmental) actor and highlighting the necessity of considering interventions beyond the state in addressing regulatory effectiveness problems that may crop up in this context. Ultimately, we assess whether multilevel regulation is a legal translation of the concept of multilevel governance.  相似文献

As part of a human rights education campaign, the Bangladesh Rural Advancement Committee fixed 700,000 posters throughout Bangladesh. This met with opposition from the religious organizations. This paper investigates the nature and cause of the backlash and sets out strategies for how development organizations can achieve their objectives in the face of opposition. The opposition was found to be in response to interpretations of the posters based on the Holy Koran and Islamic practices, and a perceived intrusion into the professional territory of religious organizations, which affected the socioeconomic interests of these organizations' representatives. It was therefore concluded that development organizations should pre-empt such opposition by spelling out their objectives to potential critics, and formulating programs that do not provide scope for opponents to undermine their development activities.  相似文献
