Demands for public spending: An attitudinal approach

This paper develops a conceptual model of public spending demands applicable to attitudinal data on public spending demands and demonstrates its usefulness by estimating qualitative demand equations for six public spending categories: education, welfare, housing, health, highways, and defense. The estimation, based on a data set constructed by merging the 1973 Survey of Consumer Attitudes and Behavior with relevant government data, reveals that tax-prices, private benefit measures and socio-demographic characteristics are instrumental in explaining differences in the public spending demands among individuals.     

Determination of human immunodeficiency virus antibody status in forensic autopsy cases in Vancouver using a recombinant immunoblot assay

Sera from 207 forensic autopsy cases were tested for the presence of antibody to the human immunodeficiency virus (HIV) using a recombinant immunoblot assay (RIBA) technique developed by Chiron Corporation of Emeryville, California--the Chiron RIBA-HIV216 test system. Out of these cases, 172 autopsies were of individuals with no known risk factors for HIV infection, and of these, 169 had no detectable antibodies to HIV. In 2 cases, the serum reacted with p24 alone on the RIBA-HIV216 assay, but these results were not confirmed by further testing and are considered to be false positive reactions. In 1 case, the serum reacted only with gp41 on the RIBA-HIV216 test but was nonreactive with further testing. This result has been designated equivocal. Of the 35 cases at high risk of HIV infection, 4 had antibodies to HIV detected in postmortem serum samples. The sensitivity (100%) and specificity (98.5%) of the RIBA-HIV216 test system are high. However, the test appears to be more suitable for routine diagnosis of HIV infection than for rapid screening in the mortuary.     

Private Versus Public Charity: Reassessing Crowding Out from the Supply Side

This paper tests a model where governmentand private charity are perfect substitutesin consumption, but the cost of providingcharitable assistance differs betweenprivate and government suppliers. Theanalysis demonstrates that higher costs oftransferring through the government canaccount for the observed phenomenon of lessthan complete crowding out and theempirical results are broadly consistentwith that approach. Overall the evidenceis consistent with the hypothesis thatindividuals both care about the leakagesinvolved in transferring funds to the poorthrough government and respond in theirprivate giving to changes in thedifferential public cost.     

The Things Negotiators Do With Money

Deal-making negotiations, in the minds of most people, center on theamount of money that is involved in a transaction. However, the timing ofa money transfer, the different methods of payment, and the addition ofother parties to a negotiation are all factors that sometimes are just asimportant as the amount of the transaction. The author uses case examplesfrom a variety of recent negotiations to illustrate some of the ways thatthe who, when, and how of a deal can have significant impact on a negotiationprocess.     

The Next Big Thing: Local Celebrity

In this essay I observe that, as the field of celebrity studies established itself in the academy, there is a need for a distinctly sociological and interactional approach to celebrity. In particular, I argue for a focus on the experiential and relational dynamics of celebrity from the point of view of celebrities themselves, something which has so far been difficult for researchers to achieve. One way to accomplish this goal is to move in the direction celebrity itself seems to be headed: toward local or subcultural celebrities and their smaller, more segmented audiences. Empirical research on the lived experiences of local celebrities provides a practical way to generate celebrity-level data and makes an important sociological contribution to broader theorizing about the cultural phenomenon of celebrity.     

Studying the role of political competition in the evolution of government size over long horizons

Here we argue for the use of cointegration and error correction analysis to combine economic factors that are nonstationary with political factors that are stationary into an empirical model of the evolution of public policy over long periods. The approach is applied to disentangle the contributions of economics and politics to the evolution of public expenditure by the Government of Canada over 130 years. Political competition emerges as the primary political factor affecting government size.     

Values ethics and legal ethics: the QLD and LETR Recommendations 6, 7, 10, and 11

The Legal Education and Training Review (LETR) Report recommended increased attention to ethics and values and to critical thinking. These aims could be achieved jointly through teaching ethical thinking: not as theory but as part of developing the capacity for ethical conduct. Such a pedagogy has the potential to become a qualifying law degree (QLD) signature pedagogy supporting “life-narratives” of students. The LETR Report recommends a review of the QLD emphasising legal values and ethics. Concern with values and ethics is linked to concern with professional conduct. Maintaining the law degree as a general or liberal qualification is also strongly desired. These potentially conflicting drivers generate ambivalence towards legal ethics as a subject for study, especially if legal ethics are perceived as teaching the professional codes.

Resolution of this tension is achievable through recognising the potential role of ethical teaching as part of an identity apprenticeship. Developing ethical character is as much a liberal as a professional aim. Ethics teaching can play an integrative role in the QLD. Formation of student identity is a central part of higher education taking colouration from being situated in legal education. In this context teaching legal ethics becomes the use of a salient example for carrying out the broader project of developing ethical capacity.
