Several state and local government organizations lobbied Congressduring the formation of the Help America Vote Act (HAVA). Thisarticle distinguishes between "general" government organizations(those that represent the general interests of state and localgovernments) and "functionalist" organizations (those that implementspecific programs or functions). Whereas generalists soughtto advance "spatial" interests, functionalists sought to advance"administrative" interests. We also apply theories of congressionalorganization and committee leadership to explain the accessof state and local governments to Congress and their influenceover policy. The organizations had more access to, and influencein, the House Committee on Administration than in the SenateRules and Administration Committee. Olanzapine is a relatively new antipsychotic drug used in the United States for the treatment of schizophrenia. Since its release in the United States market in 1996, few cases of fatal acute intoxication have been reported in the literature. This article describes the case of a 25-year-old man found dead at home who had been prescribed olanzapine for schizophrenia. This case is unique because of the measurement of olanzapine in brain tissue obtained from seven regions in addition to the commonly collected biologic matrices. Olanzapine was detected and quantitated by basic liquid-liquid extraction followed by dual-column gas chromatographic analysis with nitrogen phosphorus detection. The assay had a limit of detection of 0.05 mg/L and an upper limit of linearity of 2 mg/L. The presence of olanzapine was confirmed by gas chromatography-mass spectrometry by use of electron impact ionization. The concentrations of olanzapine measured in this case were as follows (mg/L or mg/kg): 0.40 (heart blood), 0.27 (carotid blood), 0.35 (urine), 0.61 (liver), negative (cerebrospinal fluid), 0.33 mg in 50 ml (gastric contents). In the brain, the following distribution of olanzapine was determined (mg/kg): negative (cerebellum), 0.22 (hippocampus), 0.86 (midbrain), 0.16 (amygdala), 0.39 (caudate/putamen), 0.17 (left frontal cortex), and 0.37 (right frontal cortex). The cause of death was determined to be acute intoxication by olanzapine, and the manner of death was accidental. 相似文献

This article discusses the nineteenth century origins of indeterminate sentencing and discretionary penology. Was this idea an offshoot of contemporary positivist criminology, emanating from Europe, or was it a separate development in the United States? It is argued that although European influences were felt, the “new penology” was clearly an American product. However, it did not derive either from new insights in social science, or from simple reforming zeal. Rather, the new penology is seen here as an outgrowth of the contemporaneous temperance movement, which in turn resulted from social and ethnic conflict. The article suggests that the temperance movement was central to the evolution of discretionary penology, and crucial in keeping these ideas alive until the new positivism made itself felt. In summary, the temperance movement is seen as a vital, through understudied, force in the evolution of the twentieth century justice system in the United States. 相似文献

This essay analyses how Australian postcolonial discourses, influenced by both Republicanism and Reconciliation, deploy the trope of woman to signify political change in both feminist and cultural debates about belonging, national legitimacy and sovereignty. I point out that white feminist rejection of the Queen in favour of embracing indigeneity is itself complicit with a history of ‘incorporating’ and assimilating indigeneity – a complicity that is sublimated in favour of a triumphant rejection of Imperial white womanhood. The essay looks at a contemporary Australian novel, media depictions of Paul Keating's ‘embrace’ of Queen Elizabeth II (as a kind of captivity narrative), critical whiteness studies’ ‘rejection’ of the Queen and the misrecognition of Australia's distinct characteristics as a ‘settler culture’ (that incorporates indigeneity) within Australian feminist debates and claims of ‘transgression’ that are made for interracial relationships in Australia. 相似文献

We propose a typology for measuring agenda‐setting success and failure in a legislative context. Our typology goes beyond the most commonly used measure (“rolls”) and includes the full range of agenda‐setting outcomes—rolls (opposing a proposal that subsequently passes), as well as “blocks” (opposing a proposal that is subsequently defeated), “successes” (supporting a proposal that subsequently passes), and “disappointments” (supporting a proposal that is subsequently defeated)—and thus takes into account instances of both positive and negative agenda power. We discuss these measures, and the theoretical questions surrounding them, with the hope of providing some guidance to scholars of the U.S. House, as well as those analyzing agenda power in other legislatures. As a first step in this direction, we explore variation in agenda‐setting measures in 85 American state legislative chambers, the Mexican Chamber of Deputies, and the Canadian House of Commons. 相似文献

Improving the quality of public participation in council decision making continues to be a key goal of local government 'modernisation'. Different rationales for this have been advanced, including consumerist aims of service improvement, participation as an important value in itself, and participation as a survival strategy for local government.
