This paper describes some of the issues around which cooperation among police agencies in the South African region have been coalescing. Cooperative engagements have resulted in a degree of harmonisation of policy and standardisation of police training. Within the region too a rhetorical commitment to common values and standards associated with democratic policing is forthcoming. Overall the processes underway are shaped by regional dynamics of a broader socio-political and specific police organisational nature. Structural underdevelopment, the weakness of institutions such as the police and contrarian politics more widely provide the context within which cooperation has evolved. By drawing on documentary analysis and interviews with practitioners in the field, the substantive areas around which cooperation is taking place are outlined. In this account particular reference is made to the role of a regional structure (the Southern African Regional Police Chiefs Coordination Committee) and the national police agency (the South African Police Service) of South Africa, in the evolving business of cooperation in the Southern African region. Transnational collaboration between regulatory agencies has proliferated rapidly within the last three decades. However, given that information regarding the motives, trustworthiness, and capabilities of potential partners is typically imperfect, decisions about with whom to collaborate are inevitably characterized by a degree of uncertainty. To better capture these dynamics, this article uses a network analytical perspective and hypothesizes that agencies are more likely to form agreements with agencies to whom they are already indirectly connected (transitivity), that are highly connected (preferential attachment), or with whom they share tie-characteristics (assortativity). To test these hypotheses, a stochastic actor-oriented model is used to analyze an original, self-coded data set in which bilateral information exchange agreements between national securities agencies (n = 143) are mapped out over a 18-year period. The results show that the formation of agreements between regulatory agencies is driven by (i) the number of shared partners (i.e. triadic closure); and (ii) similarity regarding agency characteristics (i.e. homophily).  相似文献

The Quantifiler (QF) kit is regularly used by forensic scientists for DNA quantitation. We performed in-house validation studies which revealed some interesting observations. The QF standard displayed a two-fold difference between two different lot numbers which suggests that every standard should be tested prior to use. The Promega K562 DNA standard works well with the QF kit. c. 41% of samples that inhibited the internal PCR control (IPC) system within the QF kit still produced good Profiler Plus reactions. QIAquick was effective at removing inhibitors. The presence of dyes within casework samples were observed not to inhibit QF amplifications. Template DNA greater than 100 ng/muL appeared to inhibit the IPC. Close to identical concentration results were obtained when alternative analysis settings were used. These validation findings will assist DNA processes involved in forensic casework.  相似文献

Abstract:  The current research addresses the psychometric and diagnostic qualities of the Supernormality Scale-Revised (SS-R), a self-report measurement. Supernormality is defined as the tendency to systematically deny the presence of common symptoms (e.g., intrusive thoughts). In study 1, the SS-R was administered to forensic patients ( n  = 63), psychiatric patients ( n  = 26), honestly responding students ( n  = 26), and students instructed to fake supernormality ( n  = 20). Findings indicated good test–retest stability, and adequate internal consistency. Furthermore, the SS-R showed overall good predictive and convergent validity. Moreover, the diagnostic accuracy was excellent (sensitivity and specificity being 0.80 and 0.92, respectively). In study 2, 115 (healthy) controls and 32 forensic patients completed the SS-R and the Psychopathic Personality Inventory (PPI) ( J Pers Assess 1996; 66 :488), an instrument measuring psychopathy. Results showed again that the SS-R is a reliable and valid instrument. However, supernormality was not related to psychopathy as measured by the PPI.  相似文献

The debate on personalization in electoral politics is inconclusive. There is confusion about the concept of personalization. Moreover, the fact that party evaluation and person evaluation are interrelated complicates the debate. This paper focuses on the latter problem by employing counterfactual thought experiments in which voters are asked to simulate their vote with their candidate lower on the party list or nominated by another party. The results show that most voters put party above person and less than ten percent put person above party. A sizeable third category has a preference for an individual candidate as long as that candidate does not leave the party. Also, personalization is slightly more important with regard to (the leaders of) populist parties, and individual candidates are more important for voters with less education, less political knowledge and a less deeply rooted party preference.  相似文献

The accuracy of a quantitative analysis is highly dependent on the quality of the reference standard. Although reference standards are more and more supplied with a certificate, laboratories may feel the need for additional acceptance testing. In general, confirmation of the purity of many solid reference substances can be obtained by a number of simple tests. However, verification of the true content of reference solutions may be complicated. A number of problems with the THC quantitation caused our interest for a verification method for the THC reference solution. The quantitation of THC is performed by gas chromatography with flame ionisation detector. The effective carbon number concept was used to predict GC/FID response factors. Equations and data are presented to calculate theoretical response ratios of cannabinoids. The experimental data for CBD and CBN were in excellent agreement with the theoretical ones. The paper shows that the response factors of CBD and/or CBN can be used for the calculation of the THC content of either reference solutions or cannabis samples.  相似文献

The explosive growth of civil aviation is among the most difficult issues in transportation policy, and nowhere are the fundamental economic and environmental challenges it poses more apparent than in airport expansion. Conventional policy analyses have ineffectively handled these problems, characterized by uncertainty, complexity, and polarization. Increasingly, policy analysts and public managers depend on stakeholder involvement to recast intractable issues into a more tractable format. This article describes a method that supports this recasting process through analysis of stakeholders' policy arguments; and in so doing contributes to the increasing literature on recasting intractable policy issues and to the recent discussion of Q‐methodology in the Journal of Policy Analysis and Management. The method is applied in a policy analysis of the controversy over the expansion of Amsterdam's Schiphol Airport. The analysis, which was under‐taken on behalf of the Dutch government and which has wider implications, leads to a new agenda for transportation policy by uncovering and addressing a fuller range of alternatives that move beyond the current polarization and allow the problem to be redefined more tractably. © 2001 by the Association for Public Policy Analysis and Management.  相似文献

We develop a model along the lines of Niskanen,articulating that under a soft government budgetconstraint the full production cost of the public goodis not reflected in the tax price as perceived by theconsumer-taxpayer-voter. Various proportions ofnon-tax financing and different degrees of votermyopia with respect to discounting the future taxliabilities are taken into account. It can be shownthat both the actual level of public output and theamount of slack resources are lower under a hardbudget constraint than under a soft budget regime.Lower levels of government typically operate under ahard budget constraint when compared with the federallevel since they have only limited (public) borrowingopportunities and no access to money creation(seignorage). In a federalist setting more governmentdecisions are taken under a hard budget constraintthan in a unitary state. Hence one would expect thatthe overall size of government is relatively smallerin a structure with fiscal federalism.
